Who we are:

At the European Directorate for the Quality of Medicines and Healthcare (EDQM), more than 400 staff members, representing over 30 different nationalities and dozens of different professions, work together for better health, for all. Our wide-ranging activities – all supporting public health – are made possible by close collaboration with a global network of stakeholders and around 2 000 experts from a wide variety of scientific disciplines. The EDQM’s work focuses on four major areas: medicinal products, substances of human origin, pharmaceutical care and consumer health.

Your team:

Supporting the EDQM, our Head of Resources Department is now looking for a Project Officer, on a limited time assignment, to coordinate cross-functional projects within the department, with a particular focus on the Source-to-Pay programme. Within the Department, you will have a transversal role, providing support several tasks and projects and working with Procurement, Finance, operational services, information-system stakeholders and other relevant teams.


Your tasks:

The role ensures effective project delivery through strong governance, stakeholder engagement, performance monitoring and change management.


You will:

  • Coordinate and monitor project activities, ensuring delivery within scope, budget, timeline and quality requirements.
  • Manage project risks, dependencies and performance indicators, and report progress to management and governance bodies.
  • Engage stakeholders, subject matter experts and external partners to support project implementation and decision-making.
  • Prepare project documentation, reports, presentations and steering materials.
  • Coordinate meetings, workshops and project communications, promoting collaboration across departments and when applicable, with Council of Europe project teams.
  • Support budget, resource and operational follow-up, while promoting compliance, best practices and continuous improvement.
  • Lead change management activities, including communication, training and user adoption, and support teams during transition and post-implementation phases.
  • Contribute to departmental initiatives and promote Council of Europe values internally and externally.


Who are we looking for


  • You have (at least) a University degree in Business Administration, Procurement, Finance, Public Administration, Project Management, or a related field;
  • You have minimum 5 years of experience managing business transformation or digitalisation programmes; you have Project Management methodologies (PRINCE2, PMI, Agile, or equivalent) knowledge and business process mapping and process improvement techniques experience; working in international and public-sector environments is desirable;
  • You have a very good knowledge of one of the official languages of the Council of Europe (English/French) and good knowledge of the other language.


To be eligible, you must have the nationality of one of the 46 member states of the Council of Europe.
