Descriptif du poste

**Contexte**

L’Université Paris-Saclay est gestionnaire d’un patrimoine atypique:

- Composé d’un parc immobilier hétérogène composé de bâtiments de plus de 60 ans n’ayant jamais connu de rénovation d’ampleur (dans la Vallée principalement) et de bâtiments neufs (sur le Plateau principalement)
- Composé de bâtiments énergivores
- Comportant des usages variés (enseignement, recherche notamment en physique, chimie et biologie, administration, serres horticoles, animaleries, etc.)

**Mission principale**

Sous l’autorité du responsable du pôle opérations et expertise, l’économe de flux a pour mission le suivi et l’analyse des consommations et de la facturation pour identifier et mettre en œuvre les opportunités d'économies d'énergie, d’émission carbone et de coûts.

A ce titre, il/elle assure notamment:

- Le suivi et la prévision des consommations et des coûts associés
- L’optimisation des contrats de fourniture et le pilotage des marchés d’achat d’énergie (actuellement l’Université achète l’énergie via l’accord cadre passé par la Direction des Achats de l’Etat)
- L’identification et la mise en œuvre des actions correctives en cas de dérive (en lien avec les services techniques exploitants/prestataires externes de maintenance-exploitation)
- Le pilotage et le suivi des actions d’économies d’énergie et notamment le déploiement de l’infrastructure de télérelève de compteurs (en cours) et la mise en place d’un outil de suivi des fluides (en binôme avec le chargé d’opérations exploitation-maintenance)

La sensibilisation et le travail sur les usages, notamment en matière de recherche, en coordination avec les référents développement soutenable des laboratoires
- Le suivi et pilotage du schéma directeur énergie (en cours d’établissement) et de sa mise en œuvre
- La veille administrative et technique sur les financements des actions d’économies d’énergie

**Rôle de référent énergie**

En tant que référent en matière d’énergie, l’économe de flux est amené à apporter un soutien ponctuel aux autres membres de la direction et de l’Université en général dans ce domaine. Cela comprend notamment:

- La participation à l’élaboration de marchés intégrant des clauses d’intéressement sur les économies d’énergie et la vérification de l’atteinte de ces clauses,
- La participation à l’analyse des études de conception sur les volets énergétiques (vérification des modèles thermiques/STD, vérification de la pertinence des systèmes de production et de comptages proposés, etc.)
