The Directorate of Internal Oversight (DIO) consists of Internal Audit, Evaluation and Investigation functions which provide

independent and objective assurance, consulting and other services designed to add value and improve the

operations and help it accomplish its objectives. It contributes to evidence-based decision making and organisational learning,

and aims to strengthen the Organisation’s integrity, transparency and accountability framework. To this end, it provides

independent and objective audit, evaluation, investigation and advisory services.

The mission of the Evaluation function is to provide systematic and impartial assessments of activities, projects,

programmes, strategies, policies, topics, themes, sectors, operational areas or institutional performance, to help the Council of

Europe enhance its capacity, assess its performance and demonstrate its comparative advantage and value.

**Your role**

As a Head of the Evaluation Division and member of the Directorate of Internal Oversight team, you will:
develop and implement the Evaluation work programme and the management of Evaluation activities and resources;

contribute to the development and implementation of the Directorate’s overall objectives, in particular those of the
Evaluation Division, translating them into concrete targets and ensuring their achievement;
advise the Director of the DIO and report on the results achieved, on further requirements and the risks and opportunities
of developments or events;
ensure the Division’s activities and resources contribute to an effective, efficient and results-oriented organisation;
lead, motivate and coach Evaluation staff, fostering co-operation, team spirit and a harmonious working environment;
promote co-operation between different Directorates and Departments in the implementation of own activities;
communicate and represent the Evaluation Division, including on the Oversight Advisory Committee, regarding the
evaluation activities described above;
undertake all appropriate tasks associated with the function and promoting
externally.

**What we are looking for**

You must:
hold a relevant higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process
framework of qualifications for the European Higher Education Area), preferably in evaluation, social science, finance,
economics, project management, or related field;
have a minimum of seven years of professional experience related to Evaluation, two of which involved carrying out
evaluation activities similar to the ones set out above in an international context;
have a very good knowledge of one of the two official languages of the
other (French);
be a citizen of one of the member States of the
service of that state;
have discharged any obligation concerning national service (military, civil or comparable);
not be the parent, child, stepchild or grandchild of a serving staff member of the

Demonstrate to us that you have the following competencies:
Professional and technical expertise, including _inter alia_:

- in-depth knowledge and proven experience in carrying out evaluations;
- managing evaluations;
- communicating results to senior management;
- good command of the techniques used in gathering of evidence, and data analysis;
- experience in drafting evaluation reports;
- experience of working with diverse and multicultural teams in an international environment;
- sound computer skills.
