The activities to be implemented under the Launchers Exploitation Accompaniment Programme (LEAP) for the period 2023-2025 contribute, amongst other accompaniment activities, to the Ordinary and Extraordinary maintenance (OM&EM) of ESA-owned engine test facilities operated by the public sector (DLR and CNES) and facilities operated by industrial actors. The major renewals/upgrades of ESA owned engine test facilities operated by DLR in Lampoldshausen include the implementation of the FLAME “Future LAMpoldshausen Exploitation” project. Activities in the period 2023-2025 also include those related to industrial and manufacturing cost assessments, in the frame of the Ariane 6 and P120C Transition Programme, the Launchers Exploitation Accompaniment Programme, LEAP programme, and other programmes as requested / required throughout the period. Technical aspects related to cost consolidation / assessment software are also included. The Ariane 6 exploitation accompaniment activities to be implemented under the A6 TP programme during the period 2023-2025 further include Process Improvement projects along the whole value chain of Ariane 6, P120C and Vega C, and the Extraordinary Maintenance of ESA-owned assets in view of Ariane 6 and Vega C exploitation. In the frame of the Ariane and Vega transition and based on the evolution of the legal framework for Ariane 6 and Vega C programmes (LEA and its Protocols on Ariane 6 and Vega C for what concerns exploitation and ESA regulations concerning the overall management of Fixed Assets complying with IPSAS regulations), ESA has updated its Fixed Asset management policy and customizes the related tool to maximize the efficiency and cost effectiveness of the Fixed Assets management throughout its lifetime.

**Technical support to Space Transportation Infrastructure**
- Support STS-IVI in the correct implementation and follow-up of Extraordinary Maintenance activities on manufacturing facilities in Europe in the frame of Ariane 5, Ariane 6, Vega and Vega C;
- Support STS-IVI in implementing the new Fixed asset management governance and its associated tool;
- Support STS-IVI in the Dismantling of Ariane 5 and Vega Fixed assets not reused in Ariane 6 and/or Vega C;
- Support STS-IVI in the Identification and Implementation of state of the art, Industry 4.0 and Artificial Intelligence, machine learning concepts to be applied on ESA and Arianespace owned Fixed Assets;
- Support the digital transformation and change management project;
- Support the Ariane 6 transition and exploitation activities, in particular the understanding of manufacturing processes through the supply chain, creating and delivering reports and support on creation of documentation;
- The above tasks may require attendance to relevant meetings with ESA and interfacing with the launcher prime contractor, industrialist involved in the ESA launch vehicles manufacturing and Arianespace and delivery of inputs in preparation of such meetings.

**Technical support to cost assessment (STSIVC)**
- Support the Ariane 6 transition and exploitation activities, in particular the understanding of manufacturing processes and related costs through the supply chain, creating and delivering reports and support on creation of documentation, WOs, etc and direct interaction with industrialists related to the same;
- Support and creation of reports on additional Cost Assessment activities as necessary (e.g. cost assessments related to specific activities such as nuclear payloads);
- Support STS-IV in the Identification and Implementation of process improvements, state of the art, Industry 4.0 and Artificial Intelligence, machine learning concepts to be applied on ESA and AE owned Fixed Assets;
- Specification and data gathering of technical element at industry level to be implemented in a bottom-up cost monitoring tool;
- Specification of the cost monitoring tool;
- Follow the technical implementation and interface with the contracted company for the building and installation of the cost monitoring tool and interface with internal IT technical and security representatives;
- Contribute to preparation, maintenance, and assessment of the Ariane 5 and 6 cost files relating to transition and exploitation phases and launch service activity;
- Contribute to the implementation of solutions during transition and exploitation;
- Analysis and assessment of Ariane exploitation costs;
- Assess justifications concerning changes to Ariane production contracts;
- Support the interface with the Industrial Auditing and Return Division concerning Ariane launcher exploitation;
- Identify and propose cost effective solutions;
- Prepare reports and elements of documents and proposals for ESA reporting and to be shared with member state delegations;
- Contribute to the preparation of procurement documents;
