La mission du responsable technique est de fournir des systèmes de télécommunications pour des projets clés en main selon les spécifications du client, les contraintes de coût, de qualité et de temps. Son rôle est de planifier, de coordonner et d'organiser l'ensemble des travaux techniques, y compris le système de télécommunications et d’alimentations auxiliaires. Cette responsabilité couvre toutes les phases du projet, depuis l'attribution du contrat jusqu'à la fin du projet.

The mission of the Technical Leader is to deliver Telecom systems for turnkey projects according to customer specifications, cost, quality & time constraints. His / Her role is to plan, coordinate & organize the complete technical work packages including Telecom system & Power supply in the substations and interfaces with the civil work package. This responsibility covers all project phases from contract award up to the end of the project (Provisional acceptance)

**Responsabilités essentielles**:
Etendue des travaux
- Préparer et participer au transfert technique entre la phase d'appel d'offres et la phase d’exécution du projet.
- Définir avec le Chef de projet la répartition des tâches, à la matrice des responsabilités des différents acteurs du projet
- Définir ou valider les spécifications techniques et le contenu des travaux pour le système de télécommunications et de télémétrie
- Définir les offres techniques pour une nouvelle extension

Contrôle du budget et du planning
- Contrôler les dépenses en hoome.jour et le budget technique
- Définir et contrôler les jalons techniques
- Identifier et suivre les risques/opportunités techniques et définir le plan d'action associé
- Être l'interface technique avec le client/toutes les équipes de projet internes et aussi avec les parties prenantes suivantes : clients, fournisseurs externes, équipe de projet interne : chef de projet, marketing et R&D, ingénieur de service sur le terrain, département des achats, bureau d'études
- Fournir un soutien technique à l'équipe de mise en service.
- Approuver ou valider l'architecture des télécommunications, la conception détaillée, vérifier la stratégie de test et la stratégie de déploiement
- Coordonner les activités de visite de site, analyser et diffuser les résultats aux équipes techniques/projets
- Définir ou valider le plan de téléinformation selon les spécifications du client et déterminer l'architecture et le dimensionnement de la base de données pour le Scada/EMS, définir le plan de télésignalisation du système
- Préparer les demandes d’achats du matériel spécifié, suivre la commande et la livraison de l'équipement
- Suivre et contrôler la préparation des plans d’intégrations et d’installations.
- Résoudre et/ou faire remonter les problèmes techniques
- Participer à la préparation de la planification de l'installation et de la mise en service

**Qualifications/exigences**:

- Diplôme d’Ingénieur(e) spécialisé en génie des télécommunications ou équivalent
- Ingénieur(e)expérimenté(e), avec expérience concernant les technologies des télécommunications (technologie de transport optique (MPLS ou SDH), IP (routeurs, interrupteurs, pare-feux, etc.)
- Connaissance du transport, de la distribution et des marchés industriels de l'électricité
- Connaissance des principes de gestion de projet (budget, jalons, calendrier)
- Capacité à travailler en équipe et de manière rigoureuse et autonome
- Anglais et français courant.
- Excellentes compétences interpersonnelles et de communication, forte orientation client et capacité à coopérer avec les différents départements
- Volonté de voyager environ 10 % dans la région assignée
- Bonne capacité à organiser, hiérarchiser et atteindre les objectifs fixés
- Expérience professionnelle antérieure dans un environnement multiculturel
- Solides compétences en rédaction de résumés et de rapports

- _ Prepare & participate to the technical transfer in-between Tender / Operation_ _Participate with PM to the split of work, responsibility matrix, etc._
- _ Define or validate the technical Specification & scope of work for Telecom & Telemetry system_
- _ Validate the project documentation structure_ _Define technical offers for new extension & VO_

**_ Budget & Time control_**
- _ Control the Man-days expenses & technical budget_
- _ Define & control the technical milestones_
- _ Identify & follow-up the technical risks/opportunities & define the associated action plan_

**_ Technical team coordination_**
- _ Be the technical interface with customer / all internal project teams (design, integration, site )_
- _ Define, distribute & coordinate the technical team workload (on & off-shore)_ _Organize regular meetings with technical team_
