The OECD Trade and Agriculture Directorate (TAD) provides relevant and timely information and advice to support the efforts of governments to improve the domestic and international performance of their trade, agriculture, food and fishery policies and to maintain the orderly use of export credits.

The TAD Director’s Office is looking for a Counsellor with solid knowledge and understanding of TAD’s policy fields. The Counsellor will take a leading role in co-ordinating and managing the foreward looking agenda of TAD and contribute to the strategic development of TAD’s Programme of Work and Budget, help ensure that TAD outputs are of excellent quality, fully relevant in the current policy context, and delivered effectively in line with Member priorities. This includes ensuring effective and impactful representation of TAD and its work in various internal and external high-level fora, e.g. OECD Council, the Trade, Agriculture and Fisheries committees and other OECD bodies; ministerial-level meetings, G7 and G20, high-level bilateral meetings etc.

**Main Responsibilities**

Analysis and drafting
- In line with the strategic orientations of the Secretary-General, provide support to the Director on strategic priorities by staying abreast of policy developments and country priorities of relevance to TAD work.
- Lead the preparation of TAD inputs to key speeches, talking points and briefing notes for the Office of the Secretary-General, Deputy Secretaries-general and the TAD Director. Oversee the work of the Junior Counsellors and ensure appropriate inputs from TAD Divisions in co-ordination with other Directorates.
- Lead, co-ordinate and contribute to policy reports in the context of the G7, G20 and other fora in co-operation with colleagues in TAD and other Directorates, as well as other reports and documents as needed for meetings of the Trade, Agricultural and Fisheries committees and OECD Council, including at the Ministerial Level.

Co-ordination, management and liaison
- Liaise with Offices of the Secretary General and Deputy Secretaries-General, OECD Legal Department and other Directorates as needed.
- Co-ordinate the planning and organisation of the activities of the OECD Committee for Agriculture (COAG), including preparation of agendas, organisation of meetings, coordination of bureau meetings and bureau elections and liaison with Committee delegates and overseeing the relevant work of assistants in charge of the meeting logistics.
- Manage the Junior Counsellors in the TAD Directors’ Office, encourage co-operation to ensure high quality deliverables.
- Co-ordinate TAD’s inputs to the G7/G20 in close co-operation with the Global Relations and Co-operation Directorate as well as other substantive Directorates.
- Participate in, and contribute to, special assignments and specific initiatives.

Communication and outreach
- Stay abreast of priorities of the OECD Council, Agriculture, Fisheries and Trade Committees and other OECD committees and other International Organisations as relevant to TAD’s work.
- Represent TAD at internal and external meetings.
- Establish and maintain professional contacts with key external organisations.

Other Duties
- Contribute to other areas of TAD’s work and carry out other duties as required.

Academic Background
- An advanced university degree in economics, law, international relations, public policy, or related fields directly applicable to the work.

Professional Background
- At least eight years of relevant experience in trade and/or agriculture policy analysis, gained in a national administration or international organisation.
- Excellent knowledge of trade and agricultural policies in OECD countries and G20 countries is required, good knowledge of OECD legal instruments relating to trade and agriculture would be an asset.
- Proven experience with drafting speeches, briefing notes and reports for Executive Management as well as other relevant written material, addressed to non-expert audience.
