As well as providing corporate services, functions and management support to staff and Members, EXD provides integrated, strategic and expert advice on corporate policies and management issues to the Secretary‑General, Council and Standing Committees, and reports on corporate matters. EXD also provides compliance and risk management functions. The environment is fast‑paced and focused on delivering management excellence. The Digital, Knowledge and Information Service (EXD/DKI) works closely with business partners to design and provide secure digital solutions, IT and information management services, and technologies that deliver efficient corporate services, meet business partner needs, and support OECD’s global role in building knowledge, communicating with the world and influencing policy‑making. The Digital Products and Innovation Division (EXD/DKI/DPI) manages Digital solutions, ERP Finance and HR solutions, and Reporting and Data Analytics. Role Summary Within EXD/DKI/DPI, the Head of the Enterprise Resource Planning (ERP) Core Components unit will lead the evolution of ERP core components covering financial and human resource management. Reporting to the Head of Division, you will exercise responsibility for the timely delivery of the ERP work programme in close cooperation with OECD stakeholders in the Program Budget and Financial Service, Human Resources and Financial Community user groups. You will have demonstrated management, communications, analytical and technical skills, with a proven record of accomplishment in managing and delivering innovative ICT projects in finance, HR and business intelligence. Main Responsibilities Manage, motivate and mentor a team of approximately 7 staff – assigning and prioritising work, setting objectives, providing feedback, coaching and performance evaluation. Lead the analysis and implementation of IT solutions in the ERP financial and human resources domains. Help staff understand how their daily work contributes to OECD mission and objectives, and inspire proactive contribution. Lead the development, maintenance and evolution of corporate ERP tools to increase efficiency and reduce operational risks. Plan and manage the conception, development, implementation and support of state‑of‑the‑art digital solutions to meet business needs. Conduct analyses to identify evolutions to financial systems. Maintain, refresh and upgrade IT architecture, policies and procedures within scope, anticipating business priorities. Guide planning and execution of specific projects; manage resources and ensure timely delivery of high‑quality outputs on schedule and on budget. Collaborate with other EXD/DKI teams on operational specifications for IT modules, interface definitions, configuration and testing, applying OECD IT policies. Manage communications to end‑users on implementation of financial and HR systems improvements, guide documentation and oversee online assistance. Identify end‑user training needs, prepare and implement training plans, and lead training for staff and external service providers. Manage and supervise service contracts and related documentation from external consultants. Provide regular operational feedback to the Head of Division on progress and propose improvements. Coordinate and supervise responses to OECD external auditors regarding ERP information systems. Act as spokesperson for DKI/DPI and represent it on IT matters internally and externally. Perform additional functions related to the Digital Knowledge and Information Service as required. Qualifications Academic Background Advanced university degree in information technology, business administration, finance or similar field, or equivalent practical experience. Relevant professional certification. Professional Background A minimum of eight years of relevant professional experience, five of which in managing development of financial and HR management systems (web‑based, multi‑user remote access). Extensive experience guiding, managing and developing diverse staff in a matrixed organisational structure. Proven experience managing a team in development, operation and support of integrated ICT solutions and transformative automation projects. Experience leading contract negotiations, vendor relations and managed services. Experience in managing financial and HR IT tools: ERP systems, control mechanisms, risk indicators, dashboards and RPA. Demonstrated problem‑solving skills and thorough knowledge of IT project management methodologies and industry frameworks. Knowledge of ICT trends, new technologies (AI, business intelligence, etc.), standards and commercial enterprise software; and good knowledge of workflow and UI principles. Excellent communication, interpersonal, presentation and client‑service skills, able to maintain relationships in a multicultural environment with users and IT technicians. Experience advising on digital strategy and IT trends, drafting policies. Experience in an international and cross‑cultural setting (preferable). Tools Practical experience developing technical operating specifications and coordinating ERP implementation projects. At least five to eight years working with major ERP platforms: SAP Finance (FI), SAP Funds Management (FM), SAP Material Management (MM), SAP Controlling (CO), SAP Project System (PS); SAP CONCUR an advantage. Knowledge of SAP ERP, SAP S4HANA, SAP BTP and SAP SCP an advantage. Languages Fluency in one of OECD’s official languages (English or French) and knowledge of the other; commitment to good working level. Knowledge of additional languages an asset. Core Competencies OECD staff demonstrate behaviours aligned to six core competencies; assessed at specified grade. Additional Information Contract Duration Open‑ended appointment, no foreseen end date. What the OECD offers Monthly salary starting at €10,511.13, plus allowances, exempt from French income tax (depending on experience).
