Head of the Department for Market Information Join the Head of the Department for Market Information role at Eurimages – Council of Europe. Job Summary The European Audiovisual Observatory, an enlarged Partial Agreement of the Council of Europe, collects and distributes information about the audiovisual industries in Europe. The Department for Market Information (DMI) monitors and analyzes the economy of the audiovisual sector, providing pan‑European, comparable data on market structure, creators, production and exploitation of audiovisual works, and audiovisual services. The Head of Department leads the DMI’s strategy, management, program and resource management, and external representation. Key Responsibilities Leadership and Management: define goals and develop the DMI’s action plan in line with the Observatory’s strategy; liaise with the Department for Legal Information; implement managerial goals; recruit third‑party partners and negotiate co‑funding; manage and coach the department’s staff, ensuring balanced work assignments and professional development. Programme and Resource Management: oversee the implementation of the market‑related work programme (publications, databases, events); promote cooperation with other departments, Council of Europe entities, the European Platform of Regulatory Authorities and other institutions; manage financial resources; negotiate and conclude contracts with suppliers and external experts. Communication and Representation: draft memoranda, reports, correspondence and speeches; disseminate the department’s work through presentations, conferences, videos and other media; represent the department in statutory meetings. Requirements Higher education degree or equivalent qualification in a relevant field (economy, business, sociology, political science, media studies, etc.). At least 8 years of relevant professional experience in socio‑economic research or studies in media, film or creative industries. In‑depth knowledge of the European audiovisual sector and its professional community. Experience in project management, international co‑operation and related working methods. Ability to manage budgets and teams. Experience with data management and IT tools. Very good knowledge of English and good knowledge of French. Excellent written and oral communication skills in English. Citizen of a member state of the Council of Europe and eligible for appointment to its civil service. Have discharged all national service obligations. Not a parent, child, stepchild or grandchild of an existing Council of Europe staff member. Under the age of 65 years.
