The Directorate of Equal Rights and Dignity, within the Directorate General of Democracy and Human Dignity, counts over

Anti-discrimination Department, which comprises the monitoring systems of the European Commission against

Racism and Intolerance (ECRI), the Framework Convention for the Protection of National Minorities (FCNM), the

European Charter for Regional and Minority Languages (ECRML) and the standard-setting and co-operation activities

in the field of anti-discrimination, diversity and inclusion, including related to Roma and Travellers, Hate Speech and

(SOGIESC);
Human Dignity and Gender Equality Department, which comprises the monitoring mechanisms of the Council of

Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul

Convention) and the

co-operation activities, the standard-setting and co-operation activities in the field of Gender Equality, and the

standard-setting, monitoring and co-operation activities in the field of Children’s Rights.

ensure effective and efficient processes, procedures and a results-oriented organisation;

promote co-operation, synergy and transversal connections with the other directorate and departments of the
Directorate General and with other entities;
provide general guidelines and priorities to Heads of Departments and other direct reports;
contribute to good governance by ensuring that responsibilities in respect of risk management, internal control, results
monitoring and reporting, evaluation, internal/external audit, fraud prevention and ethical behaviour are respected
within the Directorate;
plan, manage and monitor the execution of the Programme and Budget in accordance with the principle of sound
financial management (economy, efficiency and effectiveness).

Leadership and Staff Management

lead and motivate staff in the Directorate through different levels of management;
set specific objectives and guidelines; allocate roles and responsibilities; evaluate the performance of direct reports;
facilitate internal communication; foster co-operation, team-spirit and a harmonious working environment with a view
to increasing efficiency.

Responsibility and Reporting

advise and assist the Director General in defining the major objectives of the Directorate General of Democracy and
Human Dignity;
actively support the Secretary General and the Director General in ensuring the follow-up to decisions by the
Committee of Ministers, in line with priorities;
report on a regular basis to the Director General and the Committee of Ministers on the results achieved and on further
requirements, risks and opportunities stemming from developments or events.

Academic background

higher education degree or qualification equivalent to a Master’s degree in a relevant field (law, politics, international
has equivalent professional experience.

Professional background and expertise

extensive professional experience at a senior level in matters relating to standard-setting, monitoring and/or technical
co-operation in areas falling within the Directorate’s mandate;
in-depth knowledge of issues related to the Directorate’s mandate, and very good knowledge of the work of the Council
of Europe in these areas;
extensive budgetary and human resources management experience, preferably managing large budgets and staff
numbers.
