Responsibilities Project management analysis and drafting Contribute to the development of the project plans for the Tax Administration 3.0 (TA 3.0) project portfolio agreed as priorities for supporting administrations in their digital transformation journeys by the senior-level Tax Administration 3.0 Working Group. Coordinate and support the country leads / project teams in their programme of work to ensure that the TA 3.0 projects meet their goals and objectives to an agreed timetable. Undertake research and analysis as required on topics relevant for the wider work of the FTA and CTPA. Draft and contribute to substantive documents including reports policy briefs presentations and other documents covering tax administration topics including in preparation for the annual FTA Plenary meeting. Co-ordination liaison and representation Assist in the governance of the TA 3.0 projects establishing timelines milestones and lists of deliverables for the various reports and tracking progress resolving any emerging issues where possible and escalating as necessary. Build robust networks with relevant stakeholders and rapidly become a credible and trusted interlocutor. Liaise where necessary with other relevant CTPA and OECD Divisions to ensure co-ordination as necessary for example in the analysis of legal underpinnings possible use cases for early pilots or the development of standards. Present discuss and explain the FTAs work on digital transformation at official meetings seminars and conferences including through missions as required. Other duties Provide the Secretariat support for the work of selected informal administration-led groups helping them to obtain the most value from their virtual and in-person meetings and collaborative outputs. (These groups bring together subject matter experts in particular tax administration functions such as tax debt and risk management or in cross-cutting areas such as HR and analytics). Contribute to other work of the Forum on Tax Administration as well as other Units within the Tax Administration and VAT Division. Qualifications Academic background An advanced university degree preferably in a field related to administration management government and public sector. Professional background At least five years experience in a tax administration government ministry or agency financial institution consultancy organisation academic or research institute or other similar organisation or business. Solid experience in coordinating complex and multifaceted projects ideally involving the integration of different workstreams and the implementation / design of technology-enabled solutions. Excellent drafting and communication skills. Core Competencies OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes : Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2). Languages Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level. Knowledge of other languages would be an asset. Contract Duration Eighteen-month fixed term appointment with the possibility of renewal to a maximum of 36 months.
