OverviewManager, Programs - Healthcare Resilience (US and Territories)The Manager, Programs - Healthcare Resilience will support the development of a longer-term program strategy, while providing leadership and oversight for the implementation of all assigned projects within the Healthcare Resilience Program portfolio. This portfolio will focus on supporting the development and implementation of domestic emergency preparedness, recovery, and other programmatic activities focused on building the resilience of local healthcare systems to disasters, disease, and other public health crises across identified states in the US.To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.ResponsibilitiesManage and provide day-to-day oversight to all projects in assigned portfolio of programming, including the development of the projects’ work plans, ensuring that the projects’ objectives, deliverables, and compliance requirements are met, and the budgets adhered to.Supervise program staff to ensure timely and quality program implementation, including collaborating closely with the Deputy Country Director, Programs, and relevant Technical Advisors to jointly monitor and ensure the quality of programming is technically sound.Develop and manage relationships with key stakeholders within the field of public health and social service provision in relevant states, including with governmental (including municipal, county, and state levels), non-governmental, and private sector partners; actively participate in relevant working groups and coordination meetings.Maintain a landscape analysis of relevant partners and donors with an initial focus on technical and organizational capacity strengthening for health centers, emergency preparedness and management, climate and health, and improving health access for at-risk or underserved communities.Identify, inform, and support International Medical Corps’ pursuits of new business and partnership development initiatives that will grow and advance the portfolio of programming, including contributing to project design, proposal writing, and consortium development.Act in a leadership and/or advisory role for projects requiring implementation of healthcare resilience activities across other US/T Program Managers’ state- and territory-specific program portfolios.Work closely with Training Specialists and Technical Advisors to collaborate on development and implementation of public health-related training and capacity strengthening initiatives and relevant curriculum.Manage grant reporting in line with donor requirements, including providing administrative oversight of partner sub- awards and sub-contracts, to ensure timely and quality completion of deliverables and reporting requirements.In collaboration with the US/T program Monitoring and Evaluation (M/E) team, manage the development and implementation of sound M/E strategies, processes, data collection and management to ensure that all projects\' data is captured and reported appropriately; ensure alignment and compliance to patient privacy standards/requirements when applicable; analyze project performance to inform programming decisions.Support the development and maintenance of a functioning Community Based Feedback and Response Mechanism (CBFRM) across assigned programming and implementation sites.Collaborate with supply chain and logistics to ensure projects’ needs are supported, follow procurement plans, and logistical or administrative functions are well coordinated.Collaborate with US/T program finance team to manage and monitor budgets and spending across all projects, develop realistic spending plans, report updated projects and pipeline analysis, and support the development of new budgets for funding opportunities.Conduct periodic site visits to project implementation locations and targeted communities and/or partners as needed to advance project objectives and/or monitor programming.Work in collaboration with the Security focal point supporting all US/T program to ensure field staff are well trained and operate in compliance with the Security Management Plan.Maintain knowledge management structures for the healthcare resilience portfolio.Support International Medical Corps’ strategy to partner with relevant State Departments of Health and other public and private entities for additional scopes of work.In collaboration and coordination with the Senior Management Team, Emergency Response Unit and Technical Advisors, support emergency response plans and operations in advance of, during, and in the wake of climate-related and/or man-made crises; play a leading role in informing, developing, and implementing post-disaster recovery programming.Perform other duties as assigned. The duties and responsibilities listed in this document are representative of the nature and level of work assigned and not necessarily all inclusive.Minimum QualificationsTypically, a Bachelor’s degree in related area. Master’s degree in public health, or related field desirable. Equivalent combination of relevant education and experience may be substituted as appropriate.Typically, 7+ years of relevant experience working to support domestic public health, climate change, health access, social services, or community development programming; prior experience working in emergency response settings desired.Experience working with the US non-profit and healthcare sectors; familiarity with domestic public health and emergency management, Federally Qualified Health Centers, and Primary Care Associations strongly preferred.Experience implementing projects in a managerial role, including at least 5 years of experience managing, developing, leading, and mentoring a team of technical and non-technical program staff with diverse backgrounds.Experience and comfort with leading and coordinating dynamic operations in a fast-paced environment to support excellent implementation of technical programming and service delivery.Experience implementing projects funded by both private and public/institutional donors; experience with multi-year projects preferred.Knowledge and experience with US local and state institutional donors required; experience collaborating with a range of private sector donors also preferred.Demonstrated experience of developing and managing relationships with key stakeholders, coordination mechanisms and working groups, donors, and implementing partners.Prior experience with consortium development and management in the role of a prime recipient preferred.Familiarity with US patient privacy practices and compliance.Knowledge of project cycle management, including experience designing, monitoring, and reporting against measurement frameworks.Strong program development and proposal writing skills.Strong entrepreneurship.Strong analytical skills to determine overall grant performance.Good interpersonal and communication skills including diplomacy, negotiation, and coaching/mentoring.Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.Experience, flexibility, and desire to work in a fast-paced environment on an evolving and growing team.Fluency in spoken and written English required; fluency in spoken Spanish as a second language desirable.SALARY RANGE: mid $80,000 to mid $90,000 per yearFor positions filled in the United States, the typical salary range for this role is as state above. Ranges are based on various factors including the labor market, job type, job level, internal equity and budget.
