Job Description: Chargé de Coordination Économique et Budgétaire

About the Role

The Chargé de Coordination Économique et Budgétaire will play a crucial role within the Direction des Systèmes d’Information (DSI) at the Institut national de l’information géographique et forestière (IGN). This position is focused on overseeing budgetary and economic management activities, including the preparation and monitoring of departmental budgets and supporting project cost management. The role directly impacts the governance of the DSI by ensuring efficient resource allocation and financial oversight. Collaboration will occur with various internal teams, as you will support the economic manager in executing budgets and managing procurement processes. You will also contribute to the improvement and maintenance of financial management systems to enhance the DSI’s capabilities.

Key Responsibilities

  • Oversee procurement activities, including order processing, invoice management, and market administrative follow-up.
  • Prepare and monitor departmental budgets, focusing on both expenditures and revenues.
  • Manage analytical tracking of projects, including cost allocation and spending verification.
  • Maintain oversight of project timelines and resource allocations in the management system.
  • Ensure accuracy of time tracking for personnel, providing necessary data for cost management.
  • Contribute to budget updates and the development of dashboards for project tracking, market monitoring, and billing.
  • Create purchase orders in the management system (SAP).
  • Support the economic manager in budget creation and consumption tracking in coordination with financial management teams.

Required Skills

  • Master's degree (Bac+5) in IT with a focus on management.
  • Proficiency in SAP and time management systems.
  • Strong knowledge of budgetary, accounting, and administrative procedures.
  • Experience in tracking financial expenditures and revenues.
  • Expert-level skills in Excel.
  • Organizational skills to maintain project tracking tools.
  • Ability to produce professional documents (meeting notes, reports, specifications).
  • Detail-oriented with a rigorous work approach.
  • Strong collaboration and teamwork skills.
  • Effective communication with diverse internal and external stakeholders.
