Job Summary
The Chief External Affairs Officer is a key member of the KCTCS President's Leadership Team, serving as the primary liaison with state, federal, and local governments. This role provides leadership and support for all aspects of external and governmental relationships, ensuring the System's interests are represented effectively.
Key Responsibilities:
- Advocate for KCTCS and its colleges before local, state, and federal policymakers.
- Participate in the formulation of legislative priorities and cultivate positive relationships with the Kentucky General Assembly.
- Keep System and College leaders informed of proposed public policy that may impact the system and its colleges.
- Support development of new strategic relationships with state government and federal agencies, business and industry partners, university leaders, and state-wide educational organizations.
- Represent KCTCS at community-based educational, corporate, and cultural activities.
- Establish and maintain positive working relationships with non-governmental leaders and key stakeholders.
Requirements:
- Five years of experience in governmental affairs and policy advocacy with a college or university, state or federal agency, economic development organization, or public relations firm.
- A Master's degree or equivalent in Higher Education, Political Science, Public Administration, Law, or another field related to governmental affairs and policy development.
- Strong analytical, critical thinking, and interpersonal skills, with the ability to speak and write persuasively.
- Commitment to and passion for the mission of KCTCS to improve the quality of life and employability of the citizens of the Commonwealth.
Preferred Qualifications:
- Understanding of state and federal laws that govern public higher education.
- Experience with tracking legislation, analyzing its impact, and collaborating with policymakers to advance the goals of an organization.
- Experience with Institutional Advancement, including fundraising and donor engagement and management.
