Pre-Commissioning and Commissioning Preparation Specialist

We are seeking a Pre-Commissioning and Commissioning Preparation Specialist for a prominent client with the following details:

Location: Paris, France

Contract Duration: 12 months

Work Schedule: 5 days a week

Daily Hours: 8 hours

Status: Resident

Qualifications & Experience Required:

The services to be performed by the SUBCONTRACTOR require the following skills and experience:

  • Engineer with a Master's Degree
  • Expertise in Pre-commissioning and commissioning with a background in Process Engineering (Minimum 3 years)
  • Proficient in software tools: MS Office, PDF or Bluebeam, 3D modeling tools; optional: Completion tools (Icaps, Easyplant, etc.) and/or Process simulation tools (Hysys, Flarenet, etc.)
  • Practical-minded with strong organizational, leadership, and interpersonal skills.
  • Previous experience in the Onshore or Offshore Oil & Gas Industry in a similar or relevant role.
  • Preliminary site experience and knowledge to understand risks and opportunities related to site activities and brownfield constraints.

Key Responsibilities:

  • Ensure that preparation work is executed with quality, adhering to the PC&C schedule, budget, and contract during the Front End Engineering Design phase.
  • Report any technical findings or potential safety issues to the hierarchical manager.
  • Coordinate with various engineering disciplines involved in project design to ensure PC&C requirements are integrated into detailed design.
  • Draft and update Pre-commissioning and Commissioning strategies, procedures, method statements, and technical studies, incorporating project and client feedback as necessary.
  • Develop Pre-commissioning and Commissioning sequences to align with requirements and company constraints.
  • Formulate Completion & Handover strategies while maintaining project delivery progress.
  • Prepare technical studies for key PC&C activities, such as steam blowing, cooling water commissioning, and chemical cleaning, to support bidding for subcontractors.
  • Review and prepare scope of work for Pre-commissioning and Commissioning subcontractors and evaluate offers.
  • Facilitate communication and collaboration between company representatives, suppliers, and subcontractors to ensure effective project execution.
  • Identify and highlight any potential work process improvements.

Additional Tasks:

  • Review and provide feedback on PFDs, P&IDs, and discipline drawings to ensure commissioning and start-up requirements are met.
  • Define a Preliminary Systems List to assist in schedule preparation.
  • Develop commissioning sequences and collaborate with the planning team to create detailed PC&C schedules.
  • Support the subcontracting team in defining site subcontracted activities, roles, and responsibilities.
  • Develop method statements and project procedures related to commissioning and start-up activities.
  • Participate in supplier clarification and bidding processes to ensure commissioning requirements are integrated into design.
  • Coordinate with various disciplines involved in project execution and engage in key multidisciplinary reviews to ensure all commissioning requirements are addressed.
  • Prepare Pre-commissioning/Commissioning specifications and procedures in line with contractual requirements and project standards.
  • Compile lists of vendors, spare parts, tools, consumables, and temporary equipment to support the estimation of PCC costs.
  • Review engineering technical specifications and supplier documents.
  • Provide inputs for technical workshops and progress reports on PC&C activities.
