We are seeking a highly skilled Bid Director to lead our offer management efforts in Europe. As a key member of our team, you will be responsible for coordinating and managing bids from prequalification to contract signature.
Key Responsibilities- Market Intelligence: Monitor European internet platforms to track notices of calls for pre-qualification, invitations to tender, and contract award notices.
- Commercial Data Management: Support the Europe Sales team in managing commercial data in our CRM tool, including lead, account, milestone dates, award dates, gate reviews, and actions.
- Business Intelligence: Participate in meetings and commercial events to ensure business intelligence and stay up-to-date on market trends.
- Tender Analysis: Analyze tender documentation and summarize it in preparation for bid validation reviews.
- Budget and Schedule Estimation: Estimate budgets and schedules for offers with the support of technical teams and available benchmarks.
- Winning Strategy: Define the winning strategy in terms of alliance, distribution of activities, selection of potential subcontractors, winning themes, and winning price to be achieved.
- Bid Planning and Coordination: Plan and coordinate the entire bidding process, from analysis of ITT documents to delivery of the Parsons offer(s), until contracts are signed.
- Internal Bid Reviews: Prepare internal bid reviews that mark the qualification and bid response process.
- Document Quality and Completeness: Ensure the quality and completeness of all documents requested in the ITT, including administrative files, technical files, and memoires.
- Financial Offer Estimation: Perform budget estimates of financial offers with the support of Europe project teams and in line with financial objectives and acquisition strategy.
- Administrative Obligations: Ensure that the sales assistant meets administrative obligations, including registrations, declarations, and tax declarations.
- Tendering Platform Management: Ensure the setup and reliability of access to web-based tendering platforms.
- Offer Follow-up: Follow up on offers, including processing questions or requests for complements from contracting entities and clients.
- Bidding and Negotiation Meetings: Prepare and coordinate bidding and negotiation meetings until Best and Final Offer.
- Post-Offer Processing: Provide post-offer processing, including contract award or bid document files archiving and lesson learn sessions.
This position requires a fluent French speaker with very high English language capabilities.
