As a key player in the global procurement landscape, the European Procurement Organization harnesses technical expertise to formulate optimal Total Cost of Ownership (TCO) strategies, ensuring the resilience of ArcelorMittal's supply chain while delivering dependable services to internal stakeholders known as "Users". The EPO is responsible for negotiating purchase agreements for products and services across the group's mills globally, crafting and executing relevant strategies to foresee market trends and implement transformation initiatives.
Location: Dunkerque
Core Responsibilities:
- Establish and implement contracts that align with user expectations regarding equipment quality, availability, and TCO, particularly in relation to decarbonization initiatives, while adhering to ArcelorMittal's guidelines, values, and strategic objectives.
- Oversee the capital expenditure procurement process in collaboration with the Project Manager, Lead Buyer, and team members (including Lead Users), from the initial definition of the purchasing strategy through to the finalization of contract execution, which includes:
Determining the appropriate purchasing strategy (turnkey, lotting, etc.)
Selecting suitable vendors for the tendering process
Managing the tendering process to ensure effective offer handling, technical assessment, and the selection of the best proposals based on equipment quality, availability, and TCO.
Ensuring adherence to procurement timelines and regulatory compliance, along with the design and negotiation of contracts.
Leading final negotiations to secure optimized contracts that enhance purchasing performance and TCO (potentially in collaboration with LB and/or AMCG).
Formulating contracts that are consistent with General Conditions for Capital Purchases.
- Securing approval for negotiation outcomes in accordance with ArcelorMittal governance.
- Documenting project details in the Capex Tool for projects under your oversight.
- Implementing AMP Quality Management Policy and objectives within your area of responsibility.
- Identifying synergies and consolidating project negotiations with other Project Buyers or Procurement Managers where feasible.
- Enhancing certain RFQs with new supplier options.
- Conducting cost analyses and benchmarks on your projects to present optimized solutions.
- Sharing insights and lessons learned from previous experiences with the team.
- Coordinating procurement activities related to your projects with corporate Capex (ArcelorMittal Capital Goods) and EPCM.
- Overseeing the supplier evaluation process within your area of responsibility and reporting to Vendor Management.
- Managing claims effectively.
Candidate Profile:
- Master's degree in Engineering or a Technical field such as Mechanics, Electricity, or Civil Works, or equivalent.
- Fluency in English and French.
- 3-5 years of experience in procurement, particularly as a Capex Buyer, or in Engineering or Site Operations/Maintenance.
- Strong commercial and legal acumen.
- Highly adaptable to various working environments.
- Dynamic, persistent, capable of working independently and taking initiative.
- Excellent communication skills.
- Proficient in Office applications (Excel, Word, PowerPoint) and SAP.
- Strong interest in decarbonization initiatives.
