Position Summary

We are seeking a skilled professional to take on the role of Financial Management Specialist. In this capacity, you will collaborate closely with the Director of Financial Affairs and her assistant, offering strategic guidance and support to regional financial services managers and other pertinent networks. Your duties will encompass budget coordination, financial oversight, facilitation of dialogues, and the delivery of training sessions. Candidates with a robust background in public financial regulations, exceptional management capabilities, and at least a Bachelor's degree are encouraged to consider this opportunity.

Key Responsibilities

  • Oversee the synthesis and monitoring of Inserm's budget
  • Facilitate management discussions with various stakeholders
  • Create and implement financial control mechanisms and budgetary indicators
  • Ensure adherence to budgetary regulations and communicate with relevant authorities
  • Assist in the preparation of annual Performance Reports and Projects
  • Collaborate with the accounting agency to update Inserm's cash flow plan
  • Prepare monthly declarations for intra-EU goods and services

Qualifications

Knowledge:

  • Comprehensive understanding of legal, administrative, and financial regulations applicable to public institutions
  • Expertise in public financial management in accordance with the GBCP decree

Skills:

  • Demonstrated proficiency in team leadership, organization, and coordination

Personal Attributes:

  • Capacity to provide methodological and advisory support to a diverse range of stakeholders

Desirable Experience:

  • Prior experience in a similar capacity is considered beneficial
