Job Description

The Directorate for Communications at the OECD is seeking a highly skilled Budget and HR Advisor to join their team. As a key member of the Central Management Unit, you will provide strategic guidance and advice on human resources and financial management, ensuring alignment with OECD's rules, regulations, and policy guidelines.

Main Responsibilities
  • Provide financial and budget analysis to inform the Directorate's Programme of Work Budget (PWB) preparation and implementation.
  • Conduct in-depth analysis of financial situations and future trends, supporting data-driven decision making.
  • Monitor budgets and prepare financial reports for senior management, promoting transparency and organizational efficiency.
  • Develop cost estimates, spending plans, financial analyses, forecasts, and budget reports for the PWB and committee reports.
  • Offer guidance on procurement processes, piloting competitive procurement and collaborating with the central OECD purchasing group and legal department.
  • Provide advice, guidance, and training to team members, ensuring efficient organizational workflow and peak workload management.
  • Contribute to defining and updating internal financial management policies and procedures, ensuring alignment with OECD Best Practices/Financial Instructions.
  • Offer timely and accurate advice and guidance on financial management processes and procedures to internal and external stakeholders, fostering productive relationships.
  • Ensure complete and accurate financial records are maintained for audit purposes.
Human Resource Management
  • Develop and maintain HR-related reports and dashboards to support senior management decision making, leveraging a wide range of data sources.
  • Provide ongoing performance feedback to team members, addressing underperformance issues, developing talent, and encouraging staff learning and development.
  • Identify and define Key Performance Indicators to enable strategic HR decision making, covering HR activities such as turnover, contract situation, diversity, skills, and competencies.
  • Collaborate with the Head of Central Resource Management to develop and implement the directorate's overall recruitment planning and processes, and related administrative actions.
  • Support the Head of CMU in developing and enriching the Directorate's strategic staffing strategy, participating in the implementation and continuous evaluation of policies for staff management and development.
  • Support the Head of CMU in coordinating the annual performance review exercise, providing guidance on policies, processes, and performance management tools, and reporting.
  • Assume responsibility for replacing the Head of CMU during absences.
Qualifications

A university degree in business or public administration, human resources management, finance, accounting, or a closely related field is required. A minimum of five years' experience in human resources or financial management in an administrative service, a major national or preferably international organization, is also required. Knowledge of the structure, processes, regulations, and administrative systems of an international organization would be an advantage. Proven project management experience, analysis of quantitative and qualitative data, and ability to cope with conflicting requests and strict deadlines are also essential.

Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other are required. Knowledge of other languages would be an asset.
