INTRODUCTION
Consultancy services for the Protective Security Sector under Security Unit shall include the tasks related to expert advice and hands-on support for the planning, design, and implementation of physical security projects, measures and systems. This role involves assessing organizational security needs, risk and vulnerability analyses, and recommending tailored security solutions that protect personnel, property, and assets.
The consultant works closely with Agency stakeholders to develop comprehensive security strategies, select appropriate technologies—such as surveillance cameras, access control, alarm systems, and perimeter defences—and oversee system deployment to ensure seamless integration and operational effectiveness. They also provide guidance on compliance with relevant regulations and industry standards and offer ongoing evaluation and optimization of security infrastructures.
Person providing service to eu-LISA shall be cleared at the security level SECRET EU/EU SECRET
**Skills, knowledge, experience required**:

- Bachelor’s degree ;
- Minimum 5 years’ relevant professional experience, of which minimum 4 years’ experience in security sector;
- EU Citizenship, and good code of conduct (lack of criminal convictions);
- Previous experience in: implementing good practices in physical security, working on access control systems, working on video surveillance systems (CCTV) or other security and/or safety systems, managing receptionists and / or security guards;
- Excellent usage of MS Office, in particular MS Excel;
- Proficiency in written and spoken English (level C1 or higher);
- Nice to have: basic knowledge of French language (level B1 or higher).

**Ability to**:

- Run reports and handle special security
- and safety-related projects, actions or activities as assigned;
- Perform management of security guards, and work in a team;
- Capability of handling access requests for the site and communicating with the stakeholders;
- Capacity of identifying as needed specific vulnerabilities and threats regarding the security and safety of the site and assets;
- Basic knowledge of performing first response in case of an emergency;
**Duties/role**:

- Support the drafting of specifications (design, assess and support administratively the implementation of the physical security systems).
- Prepare documents such as reports, notes, letters, presentations, etc.
- Coordinate the flow of work in liaison with staff members from Security unit and/or other eu-LISA department and units.
- Coordinate the emergency response capability as per request from the Security Unit members.
- Provide support during security incident analysis or risk assessments.
- Operate and administrate the Access Control Systems and other security related systems used on eu-LISA premises.
- Monitor and report on the way the security guards are fulfilling their specific responsibilities.
- Support with the management of fulfilment of security requirements by eu-LISA stakeholders.
- Prepare and perform specific onsite trainings for security guards and security receptionists.
- Support in the installation and the maintenance of security systems
- Document, correct and report any issues with equipment or installation of existing access control, security cameras, intrusion detection systems,.
- Document recommended repairs and upgrades and develop preventive maintenance checklist and schedule for each installation.
- Provide direct support to the Sector in troubleshooting security systems issues. Work with security maintenance contractors to troubleshoot and determine causes of access control controller or voltage supply issues. Determine and report any issues that are found to be caused by software or system configuration. Perform other assigned comparable or transient duties, which are within the area of knowledge and skills in this job description
- Organise specific security drills and exercises on eu-LISA premises.
