Deputy Team Leader Socieux+

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.

**Assignment description**

The incumbent will join the Facility Management Team (FMT) responsible for the processing, assessment requests and implementation of short-technical cooperation actions. The position will be located fulltime in Paris, France with possible travel outside of the EU. The FMT is currently distributed between Brussels, Paris and Madrid. The overall FMT is under the supervision of the Team Leader, supported by the Deputy Team Leader.

The Deputy Team Leader of SOCIEUX+ plays a crucial role in supporting the Team Leader in all aspects of project implementation and operational management. This position involves implementation of the project strategy, coordination of technical assistance requests, financial supervision, and representation of SOCIEUX+ to various stakeholders. The Deputy Team Leader ensures the smooth functioning of the team and contributes to the continuous development and improvement of the project's processes and tools.

**Key Responsibilities**:

- General support and deputation on the tasks and duties of the Team Leader
- Oversee and drive the implementation of the project strategy, ensuring alignment with SOCIEUX+ goals and objectives.
- Responsibility for the allocation of duties and coordination of the processing of requests for technical assistance submitted
- Support the review of performance of Team members to their direct hierarchical supervisor and agencies
- Financial and contractual coordination including the management of the main contract, sub-contracts and agreements related to the Facility
- Support the preparation of technical progress reports in close collaboration with Monitoring and Evaluation Coordinator
- Supervision of financial reporting
- Support in the liaising with EU Commission services and other stakeholders
- Organise and support the moderation of the Team coordination mechanisms (regular and ad hoc meetings, consultation processes, etc)
- Contribution to the communication and visibility, and monitoring and evaluation activities
- Quality assurance and control of operating procedures, standard template, business processes and organisation of the Team
- Overall quality assurance and control of the implementation of standard operating procedures and duties of Team members
- Contribution and advising on business development activities
- Contribution and advising on knowledge development activities
- Supervision and coordination of the implementation of (the) SOCIEUX+ information management system(s)
- Represent SOCIEUX+

SOCIEUX+ EU Expertise on Social Protection, Labour and Employment (hereafter SOCIEUX+ or the Facility), is the technical cooperation facility set up by the EU through co-funding from France, Spain and Belgium and the resources managed by the European Commission's Directorate-General for International Partnerships (INTPA) and European Neighbourhood Policy and Enlargement Negotiations (DG NEAR). The Facility is implemented by a partnership composed of agencies from EU Member States: Expertise France (the partnership lead), France Travail, Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIIAPP) from Spain, Belgian International Cooperation on Social Protection (BELINCOSOC) and the Belgian Development Agency (Enabel).
