Global Regulatory Policy (‘GRP’) is responsible for establishing HSBC’s Group level, and certain regional level, regulatory capital and liquidity policies, and for advising the firm’s business lines of the impact of these policies upon transactions and new products.
GRP provides technical regulatory support and guidance to functions, businesses, and legal entities across a wide range of transactions and regulatory issues, providing challenge and governance to mitigate regulatory risk. GRP continuously monitors new rule developments and other ongoing changes to the prudential regulatory landscape. GRP covers all aspects of prudential interpretation, including risk weighted assets (RWAs), capital resources, and the leverage ratio, across a full range of risk areas e.g. credit risk, counterparty credit risk, securitisation, market risk, etc. GRP is currently organised as a global team with a physical presence in the UK, US, Hong Kong, France, India, Canada and Mexico.
This is an exciting opportunity to join the GRP’s presence in Europe, working as an integral part of GRP to help realise our global vision. While our preference is for the role to be located in Paris, other European locations where HSBC have an office would be considered (UK, Germany etc.).
Key responsibilities of GRP are to:
- track new policy developments and formulate the Group’s regulatory policies accordingly, providing detailed practical guidance, distributed to a wide range of stakeholders;
- produce and review the regulatory opinions on complex transactions and new products to ensure compliance with Group and local regulatory policies;
- provide technical support and guidance to functions, businesses and legal entities;
- provide technical support on the implementation of new regulatory requirements;
- provide liaison with local regulators and support in respect of regulatory requests:
- facilitate the Group’s response to future regulatory developments, specifically the implementation of the final Basel III reforms, and influence the external development of regulatory policy by writing public responses to new standards, proposed rules, and discussion papers.
Requirements
- Strong technical knowledge of the rules related to the calculation of regulatory capital, RWA and leverage (Basel, EU, PRA or another major regulatory regime).
- A good understanding of the regulatory treatment of a broad range of products, particularly those related to Global Banking and Markets;
- A knowledge of other areas such as liquidity & climate risk would be welcome but not essential;
- Proven ability to act as an advisor and challenger to stakeholders on all aspects of regulatory policy;
- Strong control mind-set with the ability to support other control functions who are responsible for ensuring regulatory requirements are followed;
- Experience in dealing with a major regulator;
- Excellent communication skills, both written and verbal;
- Strong problem solving skills;
- A proven ability to work and thrive across a multi-location team;
- Experience in coaching, developing and motivating staff;
- Professional approach and presentation, ability to manage a wide range of stakeholders including senior management;
- Ability to formulate and articulate defensible interpretations of ambiguous rule text; and
- Ability to prioritise competing deliverables for a broad range of stakeholders.
- French language skills would also be desirable and/or a commitment to acquire.
