**SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST**
Within the Executive Directorate Resource Management (EDRM), the Human Resources Management (HRM) Directorate covers all HR functions. Under the direct supervision of the HRM Director, the Assistant Director, Compensation & Benefits leads and oversees the execution of the Organization’s global compensation & benefits strategy, ensuring the Organization remains fair, attractive and competitive.
He/she leads and supervises the Payroll administration. The team follows-up all actions on payroll, time management and related functions.
Subsequently, the Assistant Director leads all aspects of international compensation and benefits including expertise on international and French pay and benefits practices, and pension.
The post holder also leads the Compensation and Benefits Programme team, reviewing compensation and benefits mechanisms to foster INTERPOL attractivity and retention.
**PRINCIPAL DUTIES AND ACTIVITIES**
Duty 1: Compensation and Benefits function:
Lead and manage the Organization's global compensation and benefits practice, including pay, allowances, benefits, leave management, flexi-time, and teleworking arrangements.
Contribute to the design and implementation of INTERPOL's HR strategy as a member of the HR management team.
Duty 2: Compensation Policy Management:
Lead the compensation, benefits, and payroll function, monitoring and analyzing developments in comparator organizations.
Formulate proposals for new policies or policy changes in the compensation area, undertaking comparative surveys of INTERPOL's salary structure at regular intervals.
Manage the annual salary increase process and ensure continued competitiveness in key areas.
Duty 3: Benefits and Pension Programmes Management:
Lead the development and management of benefits and pension policies and frameworks, ensuring alignment with new trends and best practices.
Monitor and compare benefit programs with those of comparator organizations, developing policy proposals as needed.
Liaise with actuaries for pension system evaluations and changes, and negotiate contractual arrangements with health insurance providers.
Duty 4: Payroll and Benefits Supervision:
Oversee the proper functioning of payroll and main benefits schemes, ensuring correct implementation of policy changes.
Ensure regulatory monitoring, follow-up legislation changes that may have an impact on INTERPOL compensation, benefits, payroll and pension, and ensure changes are implemented to comply with the rules.
Manage compensation and benefits, pay related to expatriation, taxation, and international benefits, ensuring execution according to the pay cycle.
Duty 5: HRM Expertise and Advice:
Provide expertise and advice on compensation and benefits to senior management and staff, ensuring understanding of philosophy and mechanics.
Lead and supervise the Compensation and Benefit Programme, ensuring talent attractiveness and retention.
Benchmark and integrate best international practices, fostering talent attractiveness and retention.
Support the Director HRM in matters related to the Pension Retirement Plan Committee and provide guidance on the future of work, pay, and benefits.
Perform any other duties as assigned by the hierarchy.
**QUALIFICATIONS, COMPETENCIES AND SKILLS**
Education and qualification required:
- Five years’ University degree at master’s level in Human Resources management, business administration or related field.
Experience required:
- Minimum of 10 years’ experience in Compensation, Benefits and Pension working in a global environment, with previous exposure to international organizations
- Expertise in regulatory monitoring and implementation.
- Proven track-record in supporting the achievement of corporate business objectives through the management of all elements of employee compensation and reward.
- Extensive experience in analyzing, formulating and presenting compensation and benefits information to senior management. Wide knowledge of various approaches and recent trends within the realm of compensation and reward.
- Experience in providing strategic and communication advice.
- Experience in a multicultural environment.
