Monitoring-evaluation-learning Expert

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

- democratic, economic and financial governance;
- security and stability of countries in crisis/post-crisis situations;
- sustainable development;
- strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, **Expertise France** focuses its action towards France’s solidarity policy, influence and economic diplomacy.

The monitoring and evaluation learning expert will be responsible for **defining and developing a comprehensive monitoring and evaluation system for the project « **_Resouces Hub for sustainable investing in health _**», to guide its management and implementation.**

**The monitoring** and evaluation learning expert should allow for systematic data collection, processing and analyzing, and provide a concrete and continuous link to learning to support operational and strategic decision making.

The expert’s mission will aim at designing the monitoring-evaluation-learning system of the project through the **following activities**.

**1. Monitoring & Evaluation**:
a. Review and refine the project’s theory of change and logical framework (indicators, targets, sources of verification).
b. Support the development of a simplified M&E plan co-constructed with project stakeholders, in line with the commitments advocated in the Agency’s M&E policy, detailing in particular:
i. A spreadsheet/matrix allowing monitoring of project indicators and detailing each indicators (adequately disaggregated), as well as their monitoring plan (means of verification, methodology, tools, measurement, frequency, responsible person, etc.)
ii. baseline value that informs the initial value of all project indicators and the current value of the indicators
iii. Any data collection tools necessary to inform further projects indicators
c. Train EF team on the tools and processes put in place in order to facilitate their use and appropriation and to promote the operationalisation of its monitoring-evaluation mechanism
**2. Evaluation**: Draft the ToRs of the final evaluation of the project in line with EF methodological guide
**3. Learnings/knowledge capitalisation**:
a. identify good practices and lessons learned with regard to exchange experiences and document good practices and lessons learned by highlighting results achieved focusing on approaches and methods of implementation of activities and coordination between partners and actors; during a monthly meeting with the project manager ; and if necessary by participating in major events organized (in Brussels, maximum 3 during the contract).
b. Provide an overview of the challenges faced by the project and opportunities for its development
c. Identify practices to be improved and duplicated or corrected in the construction of a European hub on the theme of health systems financing and reform.
d. Based on findings, develop a roadmap that considers the opportunity to develop the concept of the Resources Hub for sustainable investing in health, insuring commitment of all partners, and capacity building to be implemented.
e. Prepare and facilitate elements of information and knowledge sharing: Use good practices as knowledge to be shared with others actors or partners in the implementation of the project

This consultancy mission is part of the implementation of the “Resources Hub for sustainable investing in health”project in support to Ministry of health in Austria, Belgium and Slovenia.

Health systems are facing significant challenges from a fiscal sustainability perspective. Due to factors such as costly technological progress in medical services, higher expectations on the quality and scope of care, and the growing health and long-term care needs of an ageing population in the European Union (EU)[1] public health spending has risen in most EU Member States (MS) and represents a significant and increasing share of total government expenditure. Spending on health has typically outpaced economic growth in most countries and is expected to make up for 19% of public budgets by 2040[2].

The COVID-19 pandemic put additional pressure on the sustainability of health systems, with significant increases in public health expenditure in 2020 and 2021. This has put health systems in the spotlight, exposing existing weaknesses and highlighting the urgent need to strengthen the quality, resilience and sustainability of health systems.
