**Your Team**

The **Directorate General of Human Rights and Rule of Law (DGI)** of the Council of Europe has overall responsibility for developing and implementing the Organisation’s human rights and rule of law standards. This includes the promotion of democracy through law, the operation of treaties and related monitoring mechanisms, and the implementation of co-operation activities in these fields.

**Your Role**

As the Head of the Cybercrime Division, you will:

- provide leadership and direction to the Division staff; foster co-operation, team spirit and a harmonious working environment with a view to ensuring staff well-being, efficiency and the best use of resources;
- manage the Division’s human and financial resources (ordinary budget and extrabudgetary resources), motivate and supervise staff members, co-ordinate their activities and offer them guidance;
- manage the activities of the Cybercrime Convention Committee (T-CY) as its Secretary, including through the organisation of Plenary and Bureau meetings as well as Working Group meetings, assessments of implementation of the Convention on Cybercrime, and the preparation of Guidance Notes;
- co-ordinate and oversee the design, negotiation and implementation of technical co-operation projects on cybercrime and mobilise resources for these projects, as implemented by the Cybercrime Programme Office of the Council of Europe (C-PROC) in Bucharest;
- lead and co-ordinate the promotion of the Budapest Convention on Cybercrime (ETS No. 185) as well as its First Additional Protocol on Xenophobia and Racism via Computer Systems (ETS No. 189) and its Second Additional Protocol on Enhanced International Co-operation and Disclosure of Electronic Evidence (CETS No. 224), in order to acquire further signatures and ratifications;
- manage the preparation and organisation of Council of Europe conferences and seminars related to cybercrime and electronic evidence;
- establish and maintain contacts and effective relations with national authorities, and with counterparts in other organisations;
- contribute to reaching the overall objectives for the Digital Governance and Sport Department (which includes the Cybercrime Division), taking into account transversal activities of the Organisation, for example in the areas of artificial intelligence, data protection, combatting violence against women, protection of children, countering terrorism and anti-money laundering.

**Requirements to apply**

You must:

- have excellent knowledge of English, one of the Council of Europe’s official languages, and basic knowledge of French, the other official language, or capacity to acquire it on the job.

You must also:

- be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
- have discharged any obligation concerning national service (military, civil or comparable);
- not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
- be under the age of 65 years.
