GSA is looking for an experienced French Asset Manager, based in Paris, France, to assume responsibility for leading capital expenditure across the French portfolio (owned and new acquisitions). This person will report to the Head of Real Estate Projects, as part of the real estate (RE) function working closely with the Portfolio Management team and the wider GSA team and in conjunction with the EMEA operational business Yugo as well as Joint Venture partners.
The role will be required to manage third party vendors (consultants, contractors and legal support), as well as monitor and support the Property Manager “Yugo” identifying risks, project managing accordingly and holding others to account.
A key element of this role will require the building and maintaining of strong relationships with key internal and external stakeholders.
- Ensure commitments made to JV partner are delivered - including delivering on underwrite returns made upon purchase or formation of JV.
- Lead and manage the preparation, approval, execution and reporting of capital expenditure across the existing French portfolio including the business planning and reporting to each JV as required, as per the agreed RACI schedule.
- Proactively inspect and appraise the portfolio to ensure that the properties are being maintained in line with all JV agreements (DMA, PMA, & AM) and all statutory requirements. Create and manage a proactive 5-year capital budget ensuring appropriate surveys and maintenance are undertaken to maximise benefits of existing warranties and to proactively plan works in advance of elemental failure.
- Oversight and project manage major defensive and operational capital works requirements throughout the portfolio as they arise delivering large scale projects, and monitoring capital works that Yugo have responsibility for as per the agreed RACI schedule.
- Work with our Portfolio Management team providing technical support in appraising existing and prospective assets for value enhancement such as refurbishments and upgrades, energy efficiency initiatives, increased density, rezoning and redevelopment opportunities on existing plots, utilising the in country RE team to deliver larger scale projects.
- Lead and manage all insurance claims across the portfolio that relate to property requiring physical remedial works.
- Lead and manage technical aspects of disposition and refinancing projects, including gathering of existing technical information and responding to buy-side queries with the aim of maximising value.
The role requires extensive travel, primariliy across the French portfolio, as well as across the EMEA region to interact and liaise with global colleagues and business stakeholders.

**Requirements**:
**Essential**
- Fluent French & English language skills (verbal & written)
- Proven network of contractors, suppliers to support the works required.
- Relevant experience in property and construction in student accommodation and/or hotel/residential sectors (project managed large refurb etc.).
- Estate Management, Maintenance Engineering, Development Management, Project Management or Quantity Surveying professional background.
- Experience of establishing and developing relationships with internal and external stakeholders.
- Intermediate skills in the use of business operating systems.
**Desireable**
- Educated to degree level.
- Experience of being an ambassador for projects, internally and externally.
- Additional European languages desirable (German, Italian & Spanish, preferred)
