The Pasteur Network is recognized as a WHO non-state actor, and members of the network are frequently embedded into local Ministries of Health. The Pasteur Network sustains a global infrastructure encompassing 50+ national and regional reference laboratories, which includes multiple Biosafety Level 3 Laboratories, and 17 WHO Collaborating Centers.
The Pasteur Network's work is guided by four strategic pillars:
1. **Epidemic Preparedness and Intelligence with a focus on Climate sensitive diseases**: Addressing emerging health challenges through surveillance and research, particularly on climate-sensitive diseases.
2. **Research, Development and Innovation**: Advancing scientific understanding and technological innovation in public health and biomedicine.
3. **Knowledge Communities**: Fostering multidisciplinary collaboration and global knowledge exchange and enhancing expertise to empower the next generation of scientific leaders.
4. **Good Governance and Equity**: Establishing governance structures and practices that are both effective and equitable, with a focus on financial fairness and sustainable operations.
The Pasteur Network is organized as a French Association governed by French law (1901). Its governance has recently evolved to be more participative and representative of the current needs of its members. The Pasteur Network is working on increasing its visibility, developing ambitious collaborative scientific projects and strategic partnerships, and implementing a regional and global fundraising policy. The Pasteur Network has recently secured funding support for a Climate-Health Observatory Accelerator Program to address the pressing health threats posed by climate change. The program aims to integrate climate science into health systems, enhance early warning systems, and develop tools for better health outcomes in the face of climate challenges. Key activities include developing tools and practices for climate-health observatories, creating a global network of climate-health fellows, and fostering knowledge sharing to scale impact. Exemplar institutes (Fiocruz in Brazil, Institute Pasteur in Dakar, and the Pasteur Institute in Ho Chi Min Vietnam) will play pivotal roles in validating and disseminating effective models. The Pasteur Network is seeking a Project Manager to lead the execution of this project over the next 3 years, to be based in Dakar, Senegal.
**RESPONSIBILITIES**:
Under the responsibility of the Executive Director of the Pasteur Network, the primary tasks of this position will be:
**1. Project Management**:
- Develop and maintain project timelines, ensuring that key milestones and deliverables are met in a timely manner
- Oversee budget planning and financial management for the project, tracking expenditures and ensuring adherence to budgetary constraints in collaboration with the financial team at the Pasteur Network
- Coordinate project activities across multiple Pasteur Network members, including organizing meetings, workshops, and other collaborative events
- Establish effective communication channels and reporting mechanisms to keep project team members and stakeholders informed of progress and developments
- Identify and mitigate risks and challenges that may arise during project implementation, proactively addressing issues to minimize disruptions
- Prepare regular progress reports and presentations for internal and external stakeholders, highlighting achievements, challenges, and lessons learned
- Liaise with funders of the project
**2. Strategic Support**:
- Provide strategic guidance and direction to enhance the network's research agenda and policy influence at the intersection of climate and health
- Identify emerging trends, gaps, and opportunities for innovation in climate and health research, advising on strategic priorities and areas for investment
- Collaborate with senior leadership within the Pasteur Network to ensure climate and health is considered and well represented in the organization’s strategy
**3. Partnership Coordination**:
- Cultivate and maintain relationships with key stakeholders, including government agencies, international organizations, academic institutions, and civil society organizations, to foster collaboration and partnerships
- Facilitate coordination and knowledge exchange among project partners and stakeholders, leveraging their expertise and resources to advance project objectives
- As needed, negotiate and formalize partnership agreements, memoranda of understanding, and other collaborative arrangements to support joint initiatives and activities
**DESIRED PROFILE**
- A Ph.D. or equivalent degree in a relevant field such as public health, environmental science, epidemiology, or a related discipline
- Minimum of 10 years of experience in project management, preferably in the fields of climate change, public health, or research coordination
