The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.
The IEA is recruiting an environment and energy analyst to contribute to its work on methane emissions. The candidate will help with ongoing improvements to the estimation of methane emissions around the world, track policy and regulatory developments on methane in countries around the world, formulate clear and actionable advice for policy makers and regulators, and contribute to outreach and capacity building activities with government and industry stakeholders looking to implement regulations, policies and best practices on the measurement, monitoring and verification of emissions and methane emissions abatement.
The main annual output is the Global Methane Tracker, which has gained a reputation as the most authoritative source of estimates of emissions from across the sector and the costs and opportunities to tackle these emissions. Following the launch of the Oil and Gas Decarbonization Charter at COP28, the IEA will also be undertaking work to provide oversight and accountability of the targets announced of methane emissions. The IEA also undertakes detailed analysis on the steps that emerging market and developing economies can take to improve policies and regulations on methane and provides support through training and capacity building activities.
The candidate will be part of a team of enthusiastic professionals within the Office of the Chief Economist (OCEE) and will work closely with colleagues from other teams within the IEA, including the Office of Legal Counsel.
Job DescriptionAnalytical work on methane emissions
- Participate in the collection and analysis of data for the annual Global Methane Tracker. This will include:
- Assessing and summarising the latest measurement data from the scientific literature, company reports and other organisations (e.g. from satellite and other remote sensing campaigns).
- Contributing to the improvement of estimates of emissions and abatement costs.
- Drafting relevant sections and related special pieces of analysis.
- Conduct policy and regulatory analysis related to methane emissions, including
- Tracking and analysing policy and regulatory developments in key countries.
- Formulating clear and actionable policy and regulatory recommendations.
- Support the broader activities of the IEA through analytical, written and verbal contributions on all aspects of methane emissions.
- Participate in the preparation of other analytical pieces undertaken within OCEE, including for example, the World Energy Investment report, and other country and regional outlooks.
Liaison and Outreach
- Collaborate with other Divisions in the Agency and other national and international organisations, the energy industry and research bodies in the analysis of methane emissions, including including the International Methane Emissions Observatory (IMEO), the Methane Alert and Response System (MARS), the Oil and Gas Methane Partnership (OGMP) 2.0, and the Methane Guiding Principles.
- Participate in preparations for meetings of IEA committees, working parties and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.
- Build and maintain contacts with relevant governmental bodies, international organisations, representatives of industry, and other institutions involved in assessing methane emissions and the development of new policies and regulations on methane.
- Organise capacity building activities for relevant stakeholders, including creating materials, organising trainings and presenting IEA outputs on methane.
Idea Candidate's profile
Academic Background
- An advanced university degree(s) in relevant disciplines, such as engineering, mathematics or economics.
Professional Background
- At least three to seven years' experience in applied economic and policy analysis, preferably within an energy context.
- Excellent understanding of energy sector dynamics.
- Excellent quantitative background and experience in the construction and use of large scale energy models and datasets.
- Proven analytical abilities and excellent writing skills as demonstrated in past work products (analytical reports, quantitative analysis, operative models, and/or published papers).
Tools
- Excellent command of Microsoft Office suite, especially Excel, Access and Power Query.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
Core Competencies

Selection Process

Contract Duration
