RATP Dev Australia is strongly growing. After the successful bid of Western Sydney Airport (Automatic metro line), RATP Dev is willing to continue its development in Sydney and Melbourne with other bids, among which MR5. MR5 is the commuter train network of Melbourne's suburbs. It is the largest contract in the southern hemisphere, with 220 trains over 1000km of tracks, 17 lines, and 226 stations for 450k daily passengers.
RATP Dev is looking to build a bid team to respond to this ambitious project and to implement the operation & maintenance activities in case of a successful bid.
MISSIONS & RESPONSIBILITIESUnder the leadership of the Bid Director, the Technical Head is a workflow leader in his area of expertise and develops the strategy and scope of the Technical Department. As a workflow leader, he coordinates operation and maintenance experts' work to deliver the technical offer and works with the financial leaders to build the financial offer. In case of a successful bid, he leads operations, maintenance, and IT effectiveness. He ensures that we operate the network in line with contracts and safety requirements.
During the bid phasis, you will analyse, define and possibly explain to the State of Victoria, how we will :
- Establish a plan to develop and maintain high quality and consistent Operations work practices and culture through the development and continuous improvement of the Operations Plans, Policies, Work Instructions and Forms as part of the IMS.
- Develop and maintain high quality and consistent Asset Management work practices and culture in normal, degraded and emergency modes through the development and continuous improvement of the Asset Management Plans, Policies, Procedures, Work Instructions and Forms as part of the IMS.
- Ensure effective OCC & station operations in normal and degraded mode in accordance with the Operations Plan, Policies and Procedures including operation of the ATS, SCADA, BMS; normal and special event timetables; control of traction power; logging of faults and failures; recording of operational performance; logging operational activities; timely and efficient conduct of the daily operational routine; network security; coordination and authorization and approval of maintenance occupations and coordination of rolling stock for maintenance activities.
- Contribute to the delivery of the Performance Plan by conducting the Change Assurance Panel, Systems Presentation Working Group, Warrantee and DLP Management Group.
- Review and interpret current and future technical demands in conjunction with business requirements, industry standards and pending legislation and produce a Five-Year Strategic Asset Management Plan an Annual Asset Management Plan (AMP).
In case of a successful bid, you will implement these missions. In addition you will :
- Lead, motivate and reward the Technical Directorate ensuring the delivery of Plans.
- Develop a customer service culture
- Meet and continuously improve specified KPI targets within the Plan in accordance with the Annual Budget.

EXPERIENCE REQUIRED- Technical Diploma holder (Bachelor's degree or higher).
- Should have previous experience of managing teams effectively.
- At least 15 year's proven track records of operations and/or maintenance in the rail industry with similar management experience
- .Preferably 5 or more years' experience within the company of the O&M Contractor.
- Preferred knowledge of operations procedures relating to trains and station operations.
- Fluency in written and spoken English.
- Should be able to identify priorities, make decisions, and manage resources in both normal and urgent situations.
- Able to anticipate, analyze, identify, and resolve problems effectively.
