ENGLISH VERSION BELOW Nous recherchons un Responsable Achats Stratégiques : Installation, Mise en service et Génie Civil (H/F) qui sera le garant de notre stratégie d'achat globale et régionale sur les activités d’installation, mise en service et génie civil. Vous identifiez et développez des partenaires d'excellence capables de livrer des infrastructures électriques haute performance et des ouvrages de génie civil complexes. Votre mission sera de sécuriser la compétitivité, la capacité de production et la conformité technique de notre base fournisseurs, bien avant le lancement opérationnel des projets. Vos Responsabilités
• Sourcing & Benchmarking : Rechercher et auditer les meilleurs installateurs et entrepreneurs en génie civil. Maintenir une Approved Vendor List (AVL) dynamique.
• Développement Fournisseurs : En synergie avec les départements Ingénierie et Qualité, accompagner les fournisseurs dans leur montée en compétence (exécution, gestion de projet, process).
• Appels d'offres stratégiques : Piloter des RFQ complexes. Négocier les conditions optimales sur les piliers SQDC (Sécurité, Qualité, Délais, Coût), en tenant compte des réalités terrain.
• Alignement Technique : Intervenir dès la phase de design pour aligner les spécifications techniques avec les capacités réelles du marché, évitant ainsi le surcoût du "sur-mesure".
• Planification & Risques : Sécuriser les capacités industrielles en amont des projets et déployer des stratégies de double sourcing pour garantir la résilience de notre chaîne d'approvisionnement.
• Cadres Contractuels : Négocier des Master Service Agreements (MSA) et des contrats de sous-traitance robustes, incluant des indexations de prix protectrices contre les fluctuations du marché.
• Sécurité & Conformité : Veiller au respect strict des certifications (notamment ComplyWorks) pour toutes les activités sur site. Profil

Formation:
Minimum Bac+5 Ingénieur (idéalement Electrotechnique ou Génie civil, ou dans le domaine des achats

Expérience:
Au moins 10 ans d’expérience en achats stratégiques, avec une solide pratique des projets EPC et publics dans les secteurs de l'énergie, de l'infrastructure ou de la conversion de puissance.
• Expertise : Maîtrise approfondie du marché de la construction civile (sous-traitance) et des mécanismes de coût.
• Anglais courant
• Mobilité internationale : 1 fois / mois
• Compétences clés :
• Vision globale et capacité à gérer des accords pluriannuels à haute valeur ajoutée.
• Aisance dans la négociation de clauses complexes de partage des risques.

- Role Summary: The Strategic Sourcing Manager is responsible for building and executing the global/regional sourcing strategy for Installation and Commissioning of Power Conversion equipment, site civil works, and Balance of Plant components (such as Switchboards). You will act as the primary architect of our supply chain architecture, identifying, developing, and approving partners capable of delivering high-performance electrical infrastructure, complex civil construction, and electrotechnical parts. Your goal is to secure the competitive economical and time-to-market advantage, capacity, and technical compliance of our supply base long before the project execution phase begins.
Key Responsibilities
• Supplier Identification & Benchmarking: Actively scout, screen, and audit potential manufacturers of power conversion equipment installation suppliers, large-scale civil work contractors, and electrotechnical components. Maintain a robust "Approved Vendor List" (AVL).
• Supplier Development: in cooperation with Engineering and Supplier Quality Departments, ensure new suppliers’ engineering, manufacturing, execution and project management performance; develop a supplier panel compatible with regional needs.
• Strategic Bidding: Develop complex Request for Quotatin (RFQ) packages. Lead competitive bidding events, negotiate best conditions in terms of Safety, Quality, Delivery, Cost -SQDC), considering site specific conditions based on site survey results
• Technical Sourcing Alignment: Work directly with Design and Engineering teams during the early project phases to ensure that equipment specifications align with supplier capabilities, minimizing the need for custom, high-cost manufacturing.
• Capacity Planning: Engage with key manufacturers to secure capacity in advance of project awards, ensuring our projects will be executed on time
• Risk Mitigation Strategy: Develop sourcing contingency plans, including dual-sourcing strategies and geographic diversification, to mitigate supply chain disruptions

Requirements:
Ensure proper ComplyWorks Certification for all suppliers performing on-site activities
• Contract Framework Development: While not responsible for day-to-day procurement, you are responsible for defining the sourcing framework, and to negotiate Master Service Agreements (MSAs), Subcontracting Agreements, considering customer Terms and Conditions, and long-term price index agreements that protect the company against market fluctuations. Required
Qualifications:
• Bachelor’s degree in Engineering, or Supply Chain.
• 10+ years of strategic sourcing experience including EPC and public projects in the energy, infrastructure, or power conversion industry.
• Fluent English mandatory

• Deep understanding of the civil construction market (subcontractor landscape) supply chain.
• Proven track record in executing high-value, multi-year sourcing agreements.
• Expertise in data-driven decision-making and cost modeling. Desired
