Job Description
Data and information form the foundation for the societal tasks of Provincie Overijssel. As Team Manager DIGI, you lead a diverse team that supports the organization through data, GIS, analyses, and innovation. You provide direction, connection, and a solid foundation so the team can optimally contribute to a data-driven province. Your challenge as Team Manager DIGI As team manager, you provide integrated leadership to the Data, Information, GIS & Innovation (DIGI) team. The team comprises professionals with varied expertise and responsibilities—from data analysts and GIS specialists to colleagues working externally to collect and validate data. This diversity makes your role both challenging and varied. You establish a clear strategic direction, define clear frameworks, and translate organizational goals into concrete team objectives. You monitor progress, bring structure to processes, and ensure clear work agreements. Additionally, you foster ownership, hold team members accountable, and create the space for them to perform their work at the highest level. Together with your team, you deliver high-quality data and information services, GIS solutions, analyses, and innovative applications. You ensure service delivery aligns with organizational needs and stimulate the further development of data-driven working within the province. You work intensively with internal clients and with Business Management Information Technology & Digitalisation (BV I&D). You ensure alignment, reconcile diverse interests, and strengthen collaboration across team and departmental boundaries. You stay attuned to internal and external developments and translate them into opportunities for your team. As a member of the department’s management team, you share responsibility for the overall development of the unit. Together with other team leaders and the unit manager, you shape the strategic direction, make organization-wide decisions, and contribute to future-proof service delivery. You are a decisive and proactive leader—people-oriented and with strong self-awareness. You are close to your team and effortlessly adapt your leadership style to the needs of individuals or situations. You communicate expectations clearly, grant autonomy where appropriate, provide guidance when needed, and follow up on agreements. With your strong communication skills, you create a work environment where people take ownership, collaborate effectively, and know what is expected of them. You are environmentally sensitive: you stay connected to both internal and external stakeholders and translate relevant developments into actionable insights for your team. Requirements Completed HBO or WO degree; Extensive experience as an integrated team leader; Demonstrated affinity with data, information management, GIS, digitalisation, and/or design; Experience working in a political-administrative environment.

Naturally, we reward your dedication—with financial compensation, opportunities, and personal development: A gross monthly salary of at least €5,542.33 and up to €7,839.68 (scale 13) for a 36-hour workweek. This depends on your knowledge and experience; An Individual Choice Budget (Individueel Keuze Budget) of 22.37% of your annual salary, which includes holiday pay, year-end bonus, and additional leave. You decide within set boundaries when and how to use this budget; Excellent secondary employment conditions, including diversity leave, allowing you to choose your own holiday; A Personal Budget for Sustainable Employability of €6,000 every 5 years, enabling you to take various courses and training programs; A fixed-term contract for 32–36 hours per week, for one year, with the intention of converting to a permanent contract upon successful performance; A home-working equipment allowance, so you can work comfortably from home as well as in the office. The Department of Public Services of the province implements provincial land-use policy, grants subsidies and permits, and is responsible for monitoring and enforcement. The Data, Information, GIS & Innovation (DIGI) team is the central expert team for data-driven working within Provincie Overijssel. With around 25 professionals, we support colleagues across diverse societal challenges through data, analyses, GIS solutions, and innovative applications. We manage key datasets and monitoring networks, develop maps and dashboards, and ensure information is accessible and usable across the organization. The team sits at the heart of the organization, collaborating closely with almost all policy and implementation departments. In doing so, DIGI plays a bridging role between data, policy, and execution.
