Description du poste

Le responsable de la cellule aura en particulier la charge de :

Animer l'équipe de stratégie conjointe pour l'Etat et la CADES (3 agents en plus du responsable de cellule)
Analyser l’évolution des marchés de taux, sur la base notamment des études réalisées par les spécialistes en valeurs du Trésor
Créer des modèles de valorisation de produits financiers et auditer les modèles développés par les stratégistes du secteur privé
Assurer une expertise auprès des services de la DG Trésor sur les questions ayant trait aux marchés de taux, ainsi qu’aux réformes en cours de la régulation financière touchant les marchés de la dette souveraine
Participer à l’élaboration de la stratégie de financement de l’Etat, notamment en élaborant des modèles quantitatifs, et intervenir en tant que de besoin comme conseil sur le financement d’autres structures publiques auprès de ces structures
Quantifier les risques pesant sur la dette et la charge d'intérêt et participer à la réflexion sur la couverture de ces risques
Concourir à la définition de la stratégie de gestion active de la dette
Assurer le secrétariat général du comité stratégique de l'AFT
Coordonner les échanges avec le groupe des émetteurs souverains de l'UE (ESDM) et de l'OCDE
Superviser les travaux de modélisation de la durée de vie de la dette de la CADES et de sa stratégie de gestion actif-passif.

Le profil recherché est celui d’un candidat ayant une solide formation économique ou financière, disposant de

Savoirs :
- Econométrie
- Capacités d'analyse financière quantitative et de modélisation
- Pratique des marchés financiers (marché obligataire et marché des produits
dérivés)

Savoir-faire :
- Gestion d'équipe
- Pratique de la programmation et/ou de logiciels économétriques (Python, R, Matlab)
- Pratique des logiciels financiers Bloomberg et Reuters
- Pratique des outils bureautiques (Excel, y compris VBA, Word, Powerpoint)

Savoir-être :
- Sens de la confidentialité
- Goût pour le travail en équipe et aisance relationnelle
- Rigueur et fiabilité
- Sens du service public
