The Public Governance Directorate (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens.

The Anti-Corruption and Integrity in Government Division (ACIG), within GOV, helps governments design and implement comprehensive anti-corruption strategies in alignment with the OECD Recommendation on Public Integrity , the OECD Recommendation on Principles for Transparency and Integrity in Lobbying , and the OECD Recommendation on Guidelines for Managing Conflict-of-Interest in the Public Service .

To do so, ACIG focuses its work in three areas: (i) anti-corruption efforts, (ii) fraud and corruption internal control, risk management and audit systems, and (iii) strengthening political integrity. ACIG develops standards and guiding principles, facilitates policy dialogue, generates comparative country data, and assesses and assists countries’ public integrity systems.

ACIG is looking for a Head of Country Projects to support the work programme of the Division and carry out the responsibilities below. The individual will report to the Head of Division.

The position requires regular travel to OECD Member and non-Member countries.

Job Description

Main Responsibilities

Coordination and management

  • Ensure the effective delivery of all country projects of the Division in the area of anti-corruption and integrity.
  • Ensure that the all country projects and outputs in the area of anti-corruption and integrity of the Division's are of high quality, timely, relevant and contribute to the Organisation's overall programme of work and strategic priorities.
  • Design and support efforts for increasing the impact on Member and non-Member countries' anti-corruption and integrity policies.
  • Assist in the Division's internal management - including the preparation of submissions for the programme of work and budget, and associated implementation reports.
  • Assist in supervising, motivating and contributing to the professional development of staff within the framework of the employment policy of the Organisation.

Financial and people management

  • Under the guidance of the Head of Division, manage a multicultural team of experts and provide guidance, technical assistance and quality assurance to deliver high-quality work, while ensuring well-being, talent development, recruitment and performance management in line with organisational rules and best practices.
  • Manage the budget of the projects, in line with regulations for financial management of voluntary contributions.
  • Contribute to resource mobilisation on anti-corruption and integrity with potential project partners and donors.

Drafting, policy recommendations and project management

  • Undertake analytic research and take a lead role in the drafting of analytical reports.
  • Formulate policy recommendations, taking into account best practice in OECD countries.

Liaison and representation

  • Participate in missions to Member countries and non-Member economies, as required, including to conferences;
  • Develop and maintain contacts, at the highest levels, with officials in national administrations, as well as in other international organisations working in this field.
  • Liaise closely with relevant Directorates in the Organisation and participate in relevant multidisciplinary and inter-directorate activities.
  • Represent the Organisation at OECD meetings and external conferences, in informal exchanges with Member countries, and in relations with the media.
  • Collaborate within the Organisation on multi-disciplinary horizontal work relevant to integrity and anti-corruption policies.

Qualifications

Ideal candidate profile

Academic background

  • Advanced university degree in public policy, public administration, accounting, economics, law, or similar.

Professional background

  • Eight to ten years' experience dealing with public governance issues and an understanding of their political implications. Knowledge of contemporary anti-corruption and integrity trends and issues would be an advantage.
  • Substantial experience in a management position, preferably in the public sector of a Member country or in a central agency of government.
  • Experience in managing talent, leading, and motivating a multicultural team.
  • Experience in donor management and demonstrated ability to raise funds would be an advantage.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
