Context:

Group Sourcing Organization - Centralized Organization - International suppliers Market


Fundamental missions:

  • Implement and update the Sourcing strategy for his/her scope (Software, Hardware, Corporate services) with the definition made with both internal stakeholders and the defined Sourcing strategy.
  • Ensure that these sourcing families are managed effectively and efficiently by challenging internal stakeholders’ needs and by negotiating with suppliers.
  • Implement framework agreement or at minimum operational guidelines with each supplier.
  • Ensure savings and Cash improvement targets and KPIs fulfillment on his/her scope.
  • Establish a good partnership with IT and HQ departments to ensure expected performance from his suppliers panel.
  • Evaluate overall suppliers’ performance (cost, quality, delivery, safety, environment); follow and manage Suppliers’ risks.
  • Apply Sourcing process and use Sourcing tools (Ivalua / SAP)
  • Work closely with Sourcing department, with internal stakeholders & legal counsel.


Main activities:

  • Manage relationships between IT, HQ Departments Vallourec affiliates and the suppliers on his/her scope, including participation in the qualification and evaluation of these ones.
  • Analyze the scope received regarding customers’ needs (includes critical analysis + suggestions for modifications), as well as the market opportunities on his/her family. Share the information regarding scopes received and participate of the necessary arbitrations on “who does what” together with the Global IT & Services sourcing manager and colleagues.
  • Improve / keep a good predictability on future sourcing projects and prioritize them.
  • Organize monthly meetings with main IT and HQ Departments stakeholders to review project roadmap.
  • Create and send the RFPs / RFQs to the selected suppliers, according to defined criteria.
  • Receive offers and get the necessary technical analysis, equalization, and validation from the technical stakeholders.
  • Analyze commercial offers and proceed to their comparison and equalization.
  • Elaborate negotiation strategies, taking into consideration the targets of the acquisition process. Lead the negotiations with the selected suppliers, according to the defined strategy.
  • Elaborate the frame contracts / orders according to the negotiation done.
  • Make sure the contracts are duly deployed. Execute commercial management of contract aiming at its fulfillment.
  • Apply Sourcing procedure: Sourcing Strategy, Supplier Award, DOA validation
  • Manage relationship with the Departments / Entity / Regional Area Sourcing Manager
  • Perform administrative activities related to the job including procurement (10- 20% of the time)
  • Perform the activities in a collaborative way with the sourcing team members, ensuring quality of relationship amongst the whole sourcing community.


Team coordination: coordination needed with IT Local buyers (working for Brazil and North America mainly) and the other IT & Corporate Services Lead-Buyer located in France


Financial dimension of the position: manages a spend of approximately 30 M€ per year.


Major difficulties related to the position: Demonstrate ability to add value to both Sourcing and internal stakeholders’ organizations


Required experience:

  • Necessary: at least 5 years in a sourcing position
  • Wished: project management / technical knowledge related to the category
