The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary‑General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, low-carbon, resilient and green growth path. The Directorate currently comprises approximately 200+ staff members working across a broad range of issues such as: green growth, climate change, biodiversity, water, eco-innovation, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, green finance and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies. Job Description

The Climate, Biodiversity and Water Division of the OECD Environment Directorate (ENV/CBW) is looking for an experienced and motivated Economist/Policy analyst to contribute to projects related to climate change adaptation within the Climate Adaptation and Resilience (CAR) team.

The selected candidate will be responsible for the delivery of high-impact projects and for contributing to the outputs of an ambitious work programme as part of the EPOC Programme of Work and Budget and will report to the Climate Change Adaptation Senior Policy Analyst Team lead.

Environmental Economists are specifically encouraged to apply to strengthen the team’s growing engagement in the economics of climate change adaptation.


Main Responsibilities


Project Management and analysis

  • Manage projects related to the design and implementation of deliverables on adaptation to climate change;
  • Deliver high quality policy analyses and develop recommendations independently, seeking guidance when necessary;
  • Develop high quality economic analysis on climate change adaptation, through innovative ways of using existing data, economic theories and empirical methods to add to knowledge on the economics of climate change adaptation;
  • Contribute to the identification of priorities of work on climate change adaptation, taking into account countries’ needs and priorities, other ongoing international activities as well as existing fundraising opportunities;
  • Contribute to disseminating and communicating OECD work on climate change adaptation;
  • Oversee, motivate, and support the professional development of junior staff in their work on project deliverables; contribute to creating a friendly and constructive teamwork environment;
  • Provide support and back-up to the team’s Senior Policy Analyst/Team Lead, as needed.


External Engagement, communications, and fund raising

  • Contribute to securing the engagement of countries participating in the Working Party on Climate Change (WPCC);
  • Contribute to establishing adaptation networks and collaborations with policy makers and international institutions to increase the impact of the Directorate’s work;
  • Work with the team’s Senior Policy Analyst and with CBW management to effectively communicate the Division’s climate adaptation work;
  • Represent the OECD at high-level meetings and conferences involving senior public policy officials of OECD member and non- member countries, as needed;
  • Actively contribute to fundraising by identifying opportunities for projects funded by Voluntary Contributions, to support the delivery of the 2025-2026 work programme.


Other

  • Contribute to the overall work programme of the Division, including in relation to the Environmental Policy Committee and the Working Party on Climate Change;
  • Provide briefing inputs for senior management and liaise with other teams within and across OECD directorates.


Qualifications


Academic Background

  • An advanced university degree in economics, environment, public policy, or a related field.
  • Course work in research methods is strongly preferred. Familiarity with both quantitative and qualitative data analysis would be an asset.


Professional Background

  • Minimum three, preferably five years’ experience managing projects relevant to climate change adaptation, preferably acquired in an international organisation, national administration or research institution;
  • Strong understanding of climate change adaptation issues, supported by a track record of publications on climate change adaptation or related topics (e.g., climate resilience, disaster risk management, water management);
  • Proven ability to produce technically rigorous, empirically anchored and politically relevant economic and policy research and analysis independently, identifying strengths and weaknesses and proposing workable improvements or alternatives;
  • Proven ability to draft concise and engaging deliverables, with robust evidence and clear policy-relevant messages;
  • Strong networking skills and a proven ability to coordinate inputs from different teams and external stakeholders (e.g., government officials and experts).


Tools

  • Proficiency with standard Microsoft software.
  • Familiarity with online databases and statistical packages or spatial modelling tools is desirable.
  • Use of Stata, R or Python would be an additional asset.


Languages

  • Fluency in one of the two OECD official languages (English and French) and working knowledge of, or willingness to learn the other, with a commitment to reach a good working level;
  • Fluency in other OECD languages would be an advantage.


Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2). There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

  • One-year fixed-term appointment, with the possibility of renewal.


Salary Information

  • Monthly base salary starting from 6 665.76 EUR.
  • Please note, the appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level. In this case, the duties and responsibilities assigned will be adjusted accordingly.
