The OECD Environment Directorate (ENV), in line with the strategic objectives of the Secretary General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The Directorate currently comprises approximately 220 staff members (economists, statisticians, scientists, engineers, administrative staff, consultants and trainees) working across a broad range of environmental issues such as: green growth, climate change, biodiversity, water, eco-innovation, circular economy, resource productivity and waste, environmental policy tools and evaluation, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, transport, development assistance, trade and investment policies. Job Description


ENV Director’s Office is looking for a highly skilled Senior Environmental Policy Analyst/Manager to assume a pivotal role in leading the accession reviews of candidate countries, conducting thorough post-accession evaluations and managing the critical task of updating OECDs legal instruments in the field of environment policy. This position entails both assessing the compliance of candidate countries seeking OECD membership and providing expert guidance and support throughout the post-accession phase to ensure continued alignment with OECD standards.

The selected candidate will report directly to the Deputy Director of the Environment Directorate and work closely with colleagues in ENV and other OECD directorates.


Main Responsibilities


Analysis, drafting and coordination


With regard to accession countries:

  • Provide accession countries with comprehensive information regarding the OECD accession process and the associated requirements.
  • Review the information submitted by candidate countries concerning their policies, legal, regulatory and institutional frameworks.
  • Review documentation provided by other OECD staff assessing the candidate country’s alignment with specific legal instruments to ensure a co-ordinated approach.
  • Cross-reference documentation and data provided by candidate countries with publicly available information.
  • Analyse information to assess the candidates country’s compliance identifed OECD legal instruments.
  • Provide feedback to candidate countries regarding their alignment with OECD requirements and develop action plans for accession.
  • Upon request provide feedback to candidate countries’ draft laws, regulations, environmental policy papers and other relevant documents.
  • Participate in missions to candidate countries engaging with senior officials to discuss the advancement of the accession process and necessary reforms
  • Draft detailed evaluation reports on the accession countries’ compliance with OECD requirements and carry out other related analyses.
  • Prepare official documents for the OECD Environment Policy Committee and the OECD Council.
  • Draft briefing notes, talking points, progress reports, internal memos and presentations.
  • Stay updated on general developments in candidate countries.
  • Ensure that post-accession countries diligently produce a progress report detailing their planned timeline for achieving compliance with OECD legal instruments and standards.
  • Evaluate their compliance and the implementation of their action plans in view of completing their post-accession review process.
  • Play a lead role in the revising and drafting of ne OECD legal instruments, incorporating synergies from the use of these instruments as part of the accession process.


Management, Co-ordination and representation

  • Lead consultations with Member country delegates to the OECD Environment Policy Committee and its Working Parties.
  • Organise accession/post-accession review meetings at the Working Party and Committee levels, other technical meetings, seminars/workshops and during missions, and prepare meeting summary records and mission reports.
  • Establish and maintain effective working relations within the team and with senior officials and technical experts in accession and other non-member countries as well as member country Delegations and stakeholders.
  • Represent the Directorate, inside and ouside the Organisation as needed.
  • Provide guidance and oversee work of more junior members of the team, and contribute to their training as appropriate.


Qualifications


Ideal Candidate Profile


Academic Background

  • An advanced university degree in a relevant discipline such as environmental policy, environmental law, public administration, international relations or closely related field.


Professional Background

  • Eight to ten years’ experience working on environmental policies, preferably acquired in a national government and/or an international organisation.
  • Proven experience with professional bodies and broader publication processes.
  • Specific proven experience in country policy evaluations.
  • Good knowledge of the OECD and it legal instruments relating to the environment would be an asset.
  • Good knowledge of treaties, conventions and international coordination related to climate, biodiversity, waste and other environmental problems would be an advantage.
  • Experience in efficient budget and project management.


Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Knowledge of one or several of the official languages spoken in the accession countries would be an asset.
