The Development Co-operation Directorate The Development Co-operation Directorate (DCD) encourages coordinated, innovative, international action to accelerate the implementation of Agenda 2030 in developing countries, and improve the financing of the Sustainable Development Goals (SDGs). The Directorate helps set international standards for development cooperation, supporting the OECD Development Assistance Committee (DAC), and monitors how donors deliver on their commitments. Drawing upon OECD-wide expertise, DCD supports members and partners with data, analysis and guidance, and policy dialogue and learning to improve policies, practices and partnerships. The Position The Development Co-operation Directorate (DCD) is seeking a dynamic and visionary leader to head its Financing for Sustainable Development (FSD) Division. The Division sets global standards and publishes transparent, high-quality data on external development finance from a wide range of providers, including DAC members, non-DAC countries, multilateral organisations, and private actors. It supports the DAC Working Party on Development Finance Statistics (WP-STAT) and liaises with other relevant statistical frameworks, in particular the International Forum on Total Official Support for Sustainable Development (TOSSD), hosted by the OECD. The successful candidate will bring strong technical expertise and strategic vision to position the OECD and the Development Assistance Committee (DAC) as the leading authority on financing for sustainable development. They will drive the modernisation of Official Development Assistance (ODA), shape new directions in development finance, and strengthen the OECD’s global influence. As part of the Organisation’s Senior Management Team, they will provide intellectual leadership, foster cross-cutting initiatives, and deliver impact through horizontal projects. Reporting to the DCD Director, they will lead a team of about 40 staff in a multicultural environment and work closely with the Office of the DAC Chair. Job Description Main Responsibilities Leadership Provide intellectual leadership and set the strategic direction of the Division, ensuring alignment with the Secretary‑General’s strategic orientations, the Programme of Work and Budget, and the broader goals of the DCD. Serve as the Directorate’s chief statistician, advancing methodologies to measure and analyse ODA and other flows while expanding the use of Artificial Intelligence (AI), machine learning and predictive analytics. Lead the shift from retrospective data to real-time and near real-time data systems, improving transparency, responsiveness, and policy relevance. Position the DAC as a benchmark‑setter, transparency hub, and foresight centre, equipping members and partners with evidence and projections that support informed decisions in times of uncertainty and crisis. Incorporate recipient‑country data and perspectives to ensure that OECD analysis reflects on‑ground realities and supports national planning and ownership. Expand sectoral analysis in coordination with other DCD Divisions and OECD Directorates, to provide actionable insights where finance is directed, gaps remain and how to improve impact. Lead major analytical and policy work on multilateral development finance and the mobilisation of private and other resources for development. Build strategic partnerships with DAC members, non‑DAC providers of development assistance, multilateral organisations, civil society, and other OECD committees to maximise synergies and global impact. Represent the OECD in international fora (e.g., G20, G7, UN), providing authoritative advice and policy messages that influence global debates on development finance. Drive horizontal collaboration within the OECD, integrating development perspectives into high‑priority, cross‑cutting projects. Management and coordination Lead and inspire a Division of around 40 staff, ensuring delivery of high‑quality data, analysis, and policy advice that meet OECD and DAC priorities. Provide strategic guidance to team leaders and maintain oversight of outputs, ensuring rigour, political sensitivity, and policy relevance. Manage resources effectively, including fundraising, to deliver the Division’s mission‑driven programme with accountability, innovation, and collaboration. Ensure effective support to the DAC Working Party on Development Finance Statistics (WP-STAT). Uphold high standards of recruitment, performance management, and professional excellence, fostering a culture of teamwork, learning, and innovation. Contribute to the overall management of the Directorate and OECD corporate initiatives, working closely with the Office of the Secretary‑General and other Directorates on cross‑cutting projects. Adhere to and promote the highest professional standards and the ethical principles of the OECD’s Code of Conduct in all internal and external matters. Representation and liaison Serve as a visible and effective spokesperson for the OECD on sustainable finance and development cooperation. Build and sustain high‑level partnerships with DAC members, non‑DAC providers of development assistance, multilateral organisations, partner countries, and the civil society to advance OECD priorities. Represent the OECD in global fora and engagement processes with non‑OECD countries, ensuring the Organisation’s perspectives influence international debates and policy outcomes. Provide authoritative advice and briefings to the DAC Chair, the DCD Director, and senior OECD officials, incorporating real‑time updates, predictive modelling, and scenario projections, to support strategic decision‑making. Develop and deliver communication strategies that enhance the reach, credibility, and policy impact of OECD work. Collaborate closely with key international partners, including UN agencies, the World Bank, and other global actors, to maximise synergies and reinforce OECD leadership. Qualifications Ideal Candidate Profile Academic and Professional Background Advanced university degree (Master’s or PhD) in economics, statistics, or development finance. Minimum 10 years of senior‑level experience in international development, gained in bilateral or multilateral agencies, at headquarters and/or in partner countries. Strong expertise in international development finance, including ODA, SDG financing, and the role of development cooperation in advancing the 2030 Agenda. Extensive leadership experience managing large, high‑performing, and multicultural teams. Proven ability to design and deliver complex programmes, mobilise resources, and achieve results within budget and deadlines. Strong analytical skills, with the capacity to identify emerging issues and translate them into innovative policy and data initiatives. Demonstrated political judgement and diplomatic skills, with a record of building consensus among diverse stakeholders at senior levels across governments, international organisations, and civil society. Well‑established networks and credibility in the international development community. Excellent communication skills, including the ability to represent the OECD with authority, command attention in international fora, and build trust with high‑level stakeholders. Communication and Languages Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other. Contract Duration Three‑year fixed term appointment, with the possibility of renewal.
