Overview The ECAC Aviation Security Capacity Building Manager role described below is for an internal and external competition with a 3-year appointment (renewal or conversion possible under conditions). The selected candidate will be administratively assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat in Neuilly-sur-Seine, France. The working arrangement is a hybrid model; full-time remote work is not permitted. Your team The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting safe, secure, efficient and sustainable European air transport across its 44 Member States. It conducts activities in safety, security, facilitation, environment and economics. The Aviation Security Capacity Building Manager manages the activities of the ECAC Aviation Security Capacity Building and Audit Programmes, supports ECAC Member States in meeting European and international aviation security requirements, designs and delivers training and workshops, develops guidance materials, monitors programme effectiveness, and supports expert groups. The role also involves building partnerships with stakeholders to align capacity-building efforts across ECAC. Your role Your role will be to: Manage the ECAC Aviation Security Capacity Building and Audit Programmes and monitor effectiveness using key performance indicators. Activities include: Design and implement tailored capacity-building activities based on ECAC Member States’ needs and priorities from international and European requirements. Organise workshops, webinars, on-site activities and training courses. Maintain and update the roster of experts contributing to ECAC capacity-building efforts. Design new capacity-building activities and update existing ones. Develop and deliver training courses and act as trainer, instructor or moderator in bilateral and multilateral activities. Produce and maintain relevant training and capacity-building documentation (e.g., training courses, certification tests). Serve as secretary of expert groups: coordinate input from members, draft and follow up on working documents, and monitor developments. Build and maintain relationships with partner organisations to ensure synergies in planning and coordinating activities and materials. Carry out any other task aligned with the main purpose of the job. Required qualifications, experience & competencies Candidates must fulfil one of the following educational and professional experience requirements: Completion of third level studies in a relevant field (e.g., Political Sciences, Law), meeting EQF Level 7 or higher and 3 years relevant professional experience in a civil aviation administration or an aviation-related organisation (e.g., airports, airlines). Completion of third level studies in a relevant field (e.g., Political Sciences, Law), meeting EQF Level 6 or higher and 4 years relevant professional experience in a civil aviation administration or an aviation-related organisation (e.g., airports, airlines). European Qualifications Framework (EQF). Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. Relevant certifications and training, such as national and/or international security auditor and/or trainer/instructor, are a strong asset. Experience in working with or contributing to international working groups dealing with aviation security (e.g., ICAO, ECAC, EU). Experience in designing and/or delivering capacity-building activities (e.g., speaker at workshops, designing training courses and guidance materials). Understanding of: current aviation security requirements and topics European priorities and objectives on aviation security Relevant ICAO SARPs and other SARPs relating to aviation security Programme management skills, including planning, monitoring, evaluation and reporting; strong asset. Communication: ability to foster two-way communication. Planning & Organising: ability to plan ahead and adapt as required. Analytical thinking: ability to analyse information and identify relationships. Quality focus: maintain high-quality standards. Result focus: seek to improve personal performance. Ability to work in a multinational and multicultural environment. Professional conduct in line with the Agency’s corporate behaviours: result-driven, readiness to change, customer focus, integrity and teamwork. Working languages are English and French. Proficiency in English at CEFR C1 (oral/written) is required. The selected candidate must become at least a basic user of French (A1) before the end of the probation period. Useful information Applications will be considered from nationals of ECAC Member States. The selected candidate will be assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat in Neuilly-sur-Seine, France. The candidate may be required to provide documentary evidence confirming minimum education requirements. No offer or appointment will be made until evidence is validated. The selected candidate will be appointed for 3 years in accordance with the Conditions of Employment of staff seconded to the ECAC Secretariat. Renewal(s): Appointment may be renewed several times; total duration, including renewals, may not exceed nine years. Conversion to an undetermined duration appointment is possible if conditions are met (lasting nature, at least five years of service, satisfactory performance, service interests). Conversion is not automatic. Probationary period of nine months before establishment in the post. Internal candidates’ terms differ based on prior appointment type; see relevant sections. Contract staff are eligible to apply after three years of service. The selected candidate will be appointed at the grade applicable to the vacancy notice.
