The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence‑based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. Within GOV, the Public Management and Budgeting Division (GOV/PMB) assists countries to improve the performance of their public sector, guiding them to allocate budgets to priority areas, organise institutions to deliver, and develop workforce and leadership skills. It places a strong emphasis on strategy and the delivery of results, and supports the Committee of Senior Budget Officials (SBO) and the Public Governance Committee (PGC). Job Description Position: Policy AnalystDirectorate: Public Management and Budgeting Division (GOV/PMB)Seniority level: Mid‑Senior levelEmployment type: Full‑timeJob function: AnalystIndustry: International Affairs Main Responsibilities Conduct and lead research and analysis on key budgeting and public management issues, including country‑specific policy challenges and reform initiatives. Assist in supervising the development of international good‑practice guidelines and comparative indicators. Contribute to OECD thematic studies and country reviews, including the formulation of policy assessments and recommendations. Provide support to countries to advance implementation of OECD recommendations and national reform initiatives. Deliver clear, concise contributions to reports for consideration by OECD committees as well as policy briefs and other communications aimed at policymakers and wider audiences. Develop and maintain working relations with senior officials in national administrations and international organisations, as well as colleagues across the OECD. Actively engage in the dissemination of policy recommendations through a variety of channels and supports, targeting the audiences that will promote maximum impact. Prepare and deliver relevant and timely presentations at conferences and other events. Participate in missions to member and partner countries as required. Keep abreast of policy issues and general developments in the area of public governance. Ideal Candidate Profile Academic Background An advanced university degree in public management/administration, economics, law or other relevant field. Professional Background A minimum of three to five years of professional experience in the field of budgeting and public management. Experience in a national administration or an international organisation would be an asset. Good organisational skills, ability to work effectively on the basis of general instructions and with minimum supervision. Excellent interpersonal skills and ability to collaborate effectively with teams. Core Competencies OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring process: Vision and Strategy (Level 2); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2). Languages Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of another language would be an asset. Contract Duration This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate. What the OECD offers Monthly salary starts at €7 955,19, plus allowances based on eligibility, exempt of French income tax. Consult the Staff Regulations applicable to officials of the OECD.
