Organizational context: The Department of Finance supports WHO Country Offices, Regional Offices, and Headquarters in all financial matters, ensuring precise and timely services. It manages treasury, investments, staff health insurance, pensions, and other insurances. The department also sets financial policy, issues annual financial statements, manages external audits, and maintains transparency and accountability to stakeholders.
Job purpose: This role supports the Department of Finance by assisting with country risk assessments and developing the annual global assurance plan. It ensures a harmonized approach to assurance activities across the organization, facilitates knowledge sharing, and monitors regional assurance activities. The position involves reviewing draft assurance reports, clearing Third-Party Monitoring reports, and providing input for policy and process revisions to enhance quality assurance and financial management.
Responsibilities:
Key responsibilities
include assisting with country risk assessments and preparing the annual global assurance plan. The role involves supporting assurance activities to ensure a harmonized approach and effective knowledge sharing. Duties include reviewing draft assurance reports from regional levels, monitoring regional assurance activities, preparing statistics and global monitoring reports, and clearing Third-Party Monitoring reports. The role also requires regular communication with regional counterparts, providing input for policy revisions, performing related duties as assigned, and conducting data analysis and exception management for expenditure data.
Education:
Essential: A first university degree in Business Administration, Financial Management, Auditing, or a related field. A professional certification in auditing/accounting (e.g., CIA, CPA, CA) is also required. Desirable: An advanced university degree (Master's) in a relevant area.
Work
experience:
Essential: A minimum of two years of experience in auditing, internal control, risk management, or financial management, including experience in assessing internal controls. Desirable: Audit experience with an international public accounting firm, experience in an international organization or the public sector, and demonstrated international exposure.
Skills:
Sound knowledge of quality assurance, risk management, and internal control principles. Proficiency in financial management, audit, and accounting. Excellent written and oral communication skills for report writing. Strong analytical and interpersonal skills. Ability to collaborate effectively with diverse internal and external partners. Maturity, tact, integrity, and discretion.
