Description of the Mission

The Administrative and Financial Project Manager, under the authority of the Departmental Geographic Direction, contributes to the stabilization of financial data and the management of the department's project portfolio, in collaboration with the Administrative and Financial Functions Coordinator (CAF). This involves developing reporting elements and/or analytical tools to support decision-making. The incumbent will work with project teams and Unit Support Projects (USP) to implement operational phases of the project life cycle, from conception to capitalization after closure, in a methodological support and advisory role.

The Administrative and Financial Project Manager works daily with the CAF of the Department, the Transversal Functions Coordinators (CFT), the field-based Unit Support Projects (USP) coordinators, and the members of the task force set up to pilot the decentralization of operational activities (notably the Mission Manager for Decentralization of the Operations Directorate and the Deputy Director of Financial Affairs).

The incumbent will support the CAF of the department, particularly during their absences (for leave or professional travel), for their main missions, which are:

  • Budgetary management of the department's project portfolio in development and execution (budget construction, revenue evolution, profitability, personnel costs, workload planning):
    • Maintenance and updating of dashboards, including for USP, and other internal department tools for tracking financial indicators of projects.
    • Planning and coordination of departmental financial works in accordance with the agency's budget cycle and closure, including piloting and synthesizing monthly reporting exercises.
    • Monitoring and management of refutable personnel costs (headquarters and field).
    • Verification of profitability analyses in accordance with the agency's internal comitology and methodological support to teams.
    • Participation in internal agency projects (ERP tool, archiving, internal profitability analysis, workload planning, etc.).
    • Verification of the reliability and exhaustiveness of financial data, particularly through updates in the information system.
    • Reference and tracking of funds mobilized by the GEO department: Support Fund (FDS) and Co-financing Fund (FDC), Preparation and Development Project Funds (FPP/FDP) of the agency in liaison with operational teams.
  • Support to operational teams of the Country Directions and Headquarters at various stages of the project cycle:
    • Project budget construction (review and proposal for adjustments).
    • Construction and/or verification of profitability analyses in accordance with the CODEV procedure and methodological support, before validation by the direction.
    • Participation in CODEV and/or ad-hoc meetings as needed, depending on project financial issues.
    • Assurance of compliance of bailiff and multi-partner contracts with the Contracts and Purchasing Cell within the Operations Directorate.
    • Participation in the definition of potential top-ups, extensions without costs, or project suspensions.
    • Project audits and closure.
  • Contribution to internal recruitment and skills reinforcement within the Department (headquarters and field):
    • Participation, on request, in the recruitment of key administrative and financial posts in the network.
    • Methodological support for financial reporting.
    • Training of headquarters and field teams on administrative and financial aspects (exercise closure and budget forecasting, financial reporting, etc.).
    • Information on new procedures to the entire department, capitalization, and sharing of best practices through management meetings and animation of CFT and RAF network meetings.
  • Animation of the CFT network on the ground to capitalize on existing practices and identify transversal issues, particularly by:
    • Updating and harmonizing financial and administrative practices and tools within the department.
    • Apropriation of tools and procedures by field and headquarters staff.
    • Monitoring of audit and internal control recommendations, prevention of incidents, declaration, and follow-up of incidents (corrective measures at headquarters and/or on the ground).
    • Support to Country Directions in attributing roles within project teams and within Unit Support Projects (USP).
    • Relationship with the Operations Directorate's technical departments in charge of regional projects, benefiting from decentralized support services in USP.
  • Contribution to the decentralization of operational management:
    • Structuring of functional links between the field and various headquarters services.
    • Updating of procedures accompanying decentralization and reference documentation.
    • Organization of the decentralization process for administrative and financial aspects.

Description of the Project or Context

Expertise France is a public agency for the implementation of international cooperation projects. We are under the tutelage of the ministries responsible for foreign affairs and the economy and finance, with which we have a contract of objectives and means. As an interministerial agency for technical international cooperation, we are the operator of all ministries. In 2021, the agency integrated the AFD (French Development Agency) group, which brings us financial and operational solutions.
