Urban Planning Service Manager

As a key member of the Ville de Tremblay-en-France team, the successful candidate will be responsible for leading the Urban Planning Service, ensuring the delivery of high-quality urban planning services to the community.
Key Responsibilities- Participate in the evolution of regulatory urban planning documents (PLU, PLUi, SCOT, SDRIF-e) in response to changes in the territory;
- Supervise and validate urban planning permits processed by service agents, with the ability to provide guidance and support as needed;
- Ensure compliance with regulatory procedures and deadlines;
- Pilot the digitalization of the instruction process and support the service in optimizing the instruction software (Cart Ads);
- Provide expert advice and support to project developers, both professional and individual, on the feasibility and technical merits of their proposals, and offer guidance on optimizing their projects;
- Represent the service in cross-functional meetings with other departments and external partners;
- Monitor and manage contentious and pre-contentious matters with the City's legal advisor;
- Manage and track procedures related to urban planning code infractions;
- Conduct ongoing legal and technical monitoring in the field of regulatory urban planning.
A minimum of a higher education degree (bac+3) in urban planning, public law, or architecture is required. Ideally, the successful candidate will have prior experience as a service manager or a proven track record as an instructor.
The ideal candidate will possess excellent communication and interpersonal skills, with the ability to work effectively in a team environment and provide guidance and support to colleagues.
