Position: Chief of Financial Management and Internal Oversight

Company: CHR d'Orléans Finance Division

Reporting directly to the finance director, you will oversee a dedicated team of five professionals.

Your Collaborative Relationships:

  • Internal: functional directors, executive management
  • External: Treasury, auditors, tax authorities, regional health agency, and other healthcare institutions

Your Key Responsibilities:

Accounting Oversight:

  • Guarantee the integrity and precision of financial data within the organization
  • Act as the establishment's reference for taxation issues (including VAT submissions and tax filings)
  • Maintain close collaboration with Treasury and oversee electronic transaction flows in conjunction with functional directors
  • Manage year-end financial closing and the preparation of statutory documents (financial statements and notes)
  • Serve as the primary liaison for auditors and supervise the audit process

Budget Oversight:

  • Collaborate with relevant departments to prepare the budget
  • Oversee the execution of various budgetary annexes
  • Compile monthly reports for annex budgets
  • Provide necessary reports to regulatory bodies

Internal Oversight:

  • Lead the internal control framework within the organization
  • Assist functional departments in formalizing processes and implementing corrective measures as needed
  • Facilitate interim audits related to internal control
  • Develop and monitor risk assessments in collaboration with functional departments

Qualifications:

  • Degree in accounting or management (Master's level preferred)

Required Skills:

  • Strong knowledge of accounting and budgeting principles
  • Advanced proficiency in Excel and familiarity with information systems
  • Understanding of internal control mechanisms
  • Prior experience in a similar role is advantageous
  • Familiarity with the public sector is a plus but not mandatory
