Gestionnaire de Ressources/resource Manager

**Job Description Summary**: We are seeking an experienced Resource Manager for the Parc du Banc De Guérande Offshore Wind Farm Project.

Reporting to the Operations Site Manager you will enable the organisation through resourcing activities and line management of Technicians that enable high performance delivery of SQDC targets in collaboration with our customers.

Location will be the PBG O&M Base at the Port of La Turballe.

Reportant du Responsable de Site opérationnel, vous organiserez le processus de recrutement et formations ainsi que la gestion hiérarchique des techniciens qui permettent une livraison haute performance des objectifs SQDC en collaboration avec nos clients.

L'emplacement sera la base de maintenance du site à La Turballe.

- Recruit, onboard, and develop resources for Service activities

**Responsibilities**:

- Recruit the GE technical resources for the windfarm to developing a squad-centric mentality
- Evaluate the demand vs. capacity and ensure availability of internal or external competent resources to meet requirements
- Recruit and lead the wind farm resource management team
- Prepare and lead onboarding plan by profil
- Ensure that a structured plan for technician development is ready for the recruitment process
- Establish business aligned processes and procedures that meet the needs of the windfarm.
- Coordinate with the training center to ensure course availability and planning is in place for the technicians
- Working with the Site Operations teams to facilitate On the Job Learning for the windfarm Technicians
- Coordinate and perform administrative activities as per relevant service processes, including tracking resource levels and productivity, evaluating planned technician levels and capacities, establishing requisitions, documentation requirements and managing availability.
- Lead the windfarm resourcing planning, coordinating with internal and external partners to obtain the skills and capabilities required to deliver the operational plan.
- Work with the customer to facilitate transparency of resourcing plans and challenges.
- Release the rotation resourcing plans in alignment with the Site Operations management team, to ensure consistency of resources and maintaining a squad-based mentality.
- Lead the continual improvement culture within your area of responsibility, ensuring that high quality knowledge is retained and improved, and facilitating feedback to required stakeholders across the business.
- Lead issue resolution, process & quality improvements, and business initiatives with other departments.
- Lead the recruitment and talent development model to ensure continual improvement and progression for high performing technical and nontechnical Operational roles.
- Arrange authorization panels and approve technician competence development.
- Support the establishment of the competency framework and Safe System of Work governance processes.
- Support the development and continual improvement of Standard Operation Procedures. Travel Expectations
- The role will be predominantly based at the Port of La Turballe
- The role can imply Offshore travels to the working area of the technicians.
- The role scope will be amplified in the next years to management of resources of different service site operations, to built a resource management global strategy.

**Criteria**

**Education / Professional Experience**
- Degree or professional education / apprenticeship in an service operations, industries, maintenance, etc disciplines with extensive people management experience.
- Successfull experience in people development plan
- Capable of working offshore at site operational wind farms.
- Significant experience of offshore wind Maintenance operations
- Proven ability to work in a cross-functional, global environment, with remote teams as a strong team player who can enable change and get work over the line.
- Language(s):_
- Fluency in French language
- Fluency in English language

**Technical knowledge and skills**
- Proven offshore wind experience or experience in a related discipline
- High motivation level; self-starter with strong leadership and communication skills
- High capability with Microsoft Software (Excel, PowerPoint, Word)
- Strong oral and written communication skills
- Strong interpersonal and leadership skills
- Demonstrated ability to analyse and resolve problems in a structured manner.
- Demonstrated ability to lead Projects.
- Established project management skills
- Demonstrated experience leading teams.
