**Skills, knowledge, experience required**:

- A level of education that corresponds to completed university studies of at least 3 years attested by a diploma;
- Minimum 5 years of relevant professional experience, of which minimum 3 years’ experience in security;
- Experience in at least one building project with similar security expertise;
- Understanding of construction management processes as well as previous experience in management of a security works program;
- Knowledge on:

- Implementing good practices in physical security as well as in security systems implementation;
- Managing access control systems, video surveillance systems and other security and/or safety systems;
- Performing security and safety risk assessments for the site or special events;
- Capability of:

- Handling access requests for the site and communicating with the stakeholders;
- Identifying specific vulnerabilities and threats regarding the security and safety of the site and assets;
- Knowledge and capability of performing first response in case of an emergency;
- Ability to:

- Support the implementation of the security works;
- Run reports and handle special security
- and safety-related projects, actions or activities;
- Perform management and administration of security guards;
- Perform administration of reception services;
- Maintain a high level of accuracy, loyalty, confidentiality and professionalism, including following the Line Management instructions;
- Excellent usage of MS Office, in particular MS Excel;
- Proven ability to work in a multicultural team, including third parties;
- Previous working experience in an international environment (such as international organisations) or in an EU Institution;
- Good level of English language (C1 or higher);
- Good level of French language (B2 or higher).

**Duties/role**:

- Supporting the draft of tender specifications, including designing, assessing, and supporting administratively the physical security systems’ implementation;
- Providing expertise, instructions, and operating procedures for both physical and IT security in the trade of the construction project;
- Providing expertise on the equipment, systems, and hardware to be installed in the new extension project;
- Performing a design review and ensuring that the physical security systems are designed to meet eu-LISA’s needs according to the best industry practice and Agency guidelines;
- Performing a design review of the building management system (BMS) and security hypervision interconnexion to ensure the business continuity needs and the best practices;
- Conducting an internal and external technical control and vulnerability assessments to identify control weaknesses and assess the effectiveness of existing controls, and recommending a remedial action;
- Determining material quantities in the amounts needed to complete projects as per the first Agency planning for the current building project;
- Ensuring the compatibility between the new systems and the existing one;
- Following up on the transition operations required during the execution phase;
- Ensuring that physical security systems are installed, programmed, tested, and commissioned according to the Agency’s needs, standards, and best practices;
- Supporting the implementation of the security works under the hierarchy line of eu-LISA and particularly under the Security Unit Team assigned to manage the project;
- Supporting and overseeing the day-to-day construction progress of the project on site on behalf of eu-LISA;
- Preparing and supervising all the needed documents properly throughout the project lifecycle until the closeout;
- Monitoring construction productivity and schedule performance, and defining a mitigation plan in case of deviation;
- Providing recommendations and instituting measures for improvement by modifications to operating work instructions;
- Adhering to the national safety standards and promoting safety culture at work;
- Managing risks related to the site or any kind of defects that lead to jeopardize the achievement;
- Supporting management and administration of the physical security contracts and financial processes;
- Supporting coordination to capture the most cost-effective plans, as indicated by eu-LISA, as well as supporting the implementation of this plan’s execution afterwards;
- Supporting definition of strategies and policies and implementation thereof;
- Monitoring and reporting project details to eu-LISA, including progress, risks, and opportunities, in a timely manner;
- Handling and reviewing site access accreditation requests;
- Overseeing and supporting security works’ reception;
- Providing support during security incident analysis or risk assessments;
