Compliance Advisory Officer, Mss France

- Provide expert compliance advice, guidance, support and challenge to help the HBCE MSS business manage compliance risks.
- Give objective and independent advice to the business’ stakeholders and provide credible proactive observations and recommendations on specific MSS transactions, new products, etc. based on understanding of the business needs, issues and priorities. This includes all topics supervised by Compliance including Conduct risks, conflicts of interests, Market Abuse, outsourcing, etc.
- Offer independent, relevant professional and specialist guidance and insight to the business’ stakeholders in relation to current, emerging and horizon risks as well as risk and control management activity, including RCAs, control monitoring, and associated risk management activity.
- Act as a key point of contact in the HBCE Compliance MSS team for Regulatory Affairs’ matters: supporting regulatory engagements and developments of the MSS business, ensuring the ongoing maintenance of the MSS Regulatory Mapping activities.
- Deliver implementable policies, supporting the business with implementation, actively monitoring compliance with the policies and robustly challenging ad escalating non-compliance as required.
- Deliver regular training and awareness sessions to staff on compliance matters within France and Continental Europe countries.
- Create and continue developing a compliance and Conduct culture where Compliance function is truly valued and are counted on to provide considered, constructive challenges to business leaders on their own ground.
- Support the governance and reporting work on the MSS Compliance items (filling out compliance databases, drafting papers for governance fora).
Principal Accountabilities:

- Proactively identify compliance risks
- Resolve any/all identified issues promptly, and escalate as appropriate to ensure timely awareness of any material concerns.
- Adherence to timelines for delivery of results
- Execute framework and process for identify/mitigate/reporting compliance risks
- Support provision of accurate, relevant and timely information to the HBCE Chief Compliance Officer, MSS
- Adverse consequences arising from compliance and reputational breaches/issues are avoided or when unavoidable properly managed, mitigated and reported in a timely manner, with remedial action initiated in line with the materiality of the risk/issue.
- Ensure controls including surveillance ones are established to ensure policies are being complied with.
- All current and emerging risks are appropriately managed
- Appropriate and timely advice is provided to the business
Customers / Stakeholders
To support the HBCE Head of Compliance, MSS
- To assist HBCE MSS staff in their responsibility for complying with all relevant regulations, including the provision of policy and advice on all related Compliance issues.
- To ensure that a robust Compliance procedural framework is in place for MSS and to monitor changes to MSS business practices and products in light of new laws and regulations to ensure that procedures and controls are adequate to cover them
- To identify and minimise reputational risk.
- Liaise with relevant Regional stakeholders within MSS and other Functional teams to provide Compliance expertise
- To assist in fostering good relations with the relevant regulators in the Region.
- Develop and maintain a collaborative working relationship with other compliance functions and key business stakeholders whilst ensuring independence of the monitoring function.

- Resolve any/all identified issues promptly, and escalate concerns as appropriate to ensure timely awareness of any material concerns (per internal guidelines).
- Maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators.
- Maintain awareness of operational risk within assigned portfolio and minimise the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting.
- Weaknesses in control framework identified (self) and escalated.
- No adverse audit/Assurance comments and all audit/Assurance points and issues actioned against promptly and appropriately.
- Achievement of compliance and risk targets.
- Completion of all mandatory training courses.
