**Irish Refugee Council and Oxfam Ireland Activists and Advocates project**:
**Invitation to tender for an independent evaluation**

**Introduction**

The Irish Refugee Council and Oxfam Ireland’s ‘Activists and Advocates’ project aims to enhance the advocacy capacities of refugees, asylum seekers and migrants who are or want to be advocates for change in the international protection system and defending access to justice for people on the move. We have organized 7 batches of workshops on a variety of topics proposed by rights holders. Workshops aim to enhance understanding of Irish and EU migration and asylum policy making and further develop skills needed to influence policy decisions impacting their lives and those of their communities. The project has been funded by IHREC.

**Background**

The ‘Activists and Advocates’ project grew out of workshops that Oxfam and the Irish Refugee Council co-organised on ‘how can grassroots groups and NGOs be stronger together’. Participants in that workshop advised our organisations to organize workshops and trainings on how we do advocacy as participants said they wanted the tools to self-advocate. The topics of the workshops of Activists and Advocates came from these proposals.

In April 2023, we secured funding from IHREC to carry out these workshops. As this term of workshops is coming to an end, we would like to do an evaluation to determine the extent to which project aims have been achieved and to make recommendations related to the next stage of this project.

**Overarching Objectives of the Evaluation**

1. Evaluation of the Activists and Advocates programme including:

- Assessment of communicating and outreach for the project
- Assessment of the suitability of the workshop topics
- Assessment of the workshop outcomes
- Evaluation of what worked and what should change

2. Suggestions for how to take this work forward:

- Is there a way we can support participants who want to be activists but are not members of any group?What should our organisations do to best support migrant led organisations achieve their goals?

**Methodology**

The proposed methodology includes surveys of participants and of the target audience, as well as qualitative interviews with the organisations and some expert interviews in the sector.

**Final outputs**

A report with an evaluation and recommendations.

**Experience and skills**
- Research methodologies including both quantitative and qualitative research.
- Demonstrated ability to write a comprehensive report.
- Lived experience of international protection and/or grassroots social movements will be considered an advantage.Experience in programme evaluation is an advantage.

**Expressions of Interest**

Expressions of Interest should include:

- Brief CV
- An Evaluation Tender Proposal outlining the: proposed approach; research questions and methodologies; timeline and milestones.
- Overall costings inclusive of number of days work and VAT.

The successful applicant will be asked to provide a current Tax Clearance Certificate and Professional Indemnity Insurance at contract stage.

The issue of the request for tender does not imply that the lowest costed tender or that any tender will be successful. It is envisaged that this evaluation will take no more than 10 days and will not exceed a budget of €4,000.
