**CONTEXT**:

RATPDEV has submitted an offer together with a local partner (SBST) for the Operation and Maintenance of 2 new GoA4 metro lines in Singapore, the Jurong Line (24 km) and the Cross Island Line (55 km). If awarded the contract, the mobilisation for the Jurong Line will start in Q1 2025 with a Commercial Operation starting in Q3 2027. **The position depicted below is dependant of contract award.**

**MISSIONS**

The Head of Rolling Stock Maintenance manages and leads the Rolling Stock Department in providing maintenance services for the fleet of Passenger Trains, Engineering Trains and Depot Equipment to ensure the reliability and availability of rolling stock meets the key Performance Indicators.

**RESPONSABILITES ET ACTIVITES**

Reporting to the Engineering Director, the Head of Rolling Stock will:

- Deliver a safe and reliable passenger service with a specific focus on engineering, maintenance and asset management for the following systems:

- Rolling Stock (Incl on-board Signaling and Communication equipment)
- Engineering trains / Maintenance of Way (MOW) vehicles and equipment
- Depot Workshop industrial/maintenance equipment
- Prepare and participate to the Testing and Commissioning and Trial Running of the line as part of the Core Team for the mobilization phase
- Review the OEMs maintenance documentation
- Support the HR team in the recruitment of RS department staff
- Be responsible for setting, approving and implementing the technical standards for Rolling Stock and related equipment maintenance so as to ensure the highest level of operational safety.
- Prepare and perform the preventive, corrective, predictive and overhauling activities
- Prepare and perform the replacement of some assets as per the customer asset replacement proposal
- Manage resources and expenses to keep within the budget allocated for the department
- Ensure the safety of all staff and their activities at all times through implementing workplace, health and safety plan. Promote and encourage workplace improvement initiatives.
- Ensure the development of each staff to achieve their required staff competencies (Technical and Professional development)
- Ensure the technical standards required and timely execution of maintenance to achieve the performance of Rolling Stock’s reliability.
- Meet all requirements from the regulators and legislations.
- Enhance the asset performance and enforce best industry practices, with a value for money approach
- Plan, manage and allocate resources to provide effective depot management services, rolling stock maintenance and technical support services.
- Manage the maintenance planning, preparing budgets, maintenance procedure and technical specifications.
- Contribute to the set up the Maintenance Management System (MMS), targets and dashboards for his area of expertise
- Ensure that the MMS is fully populated as per requirements and on time
- Ensure that root cause analysis is performed promptly for each incident in link with the Performance and Engineering Division
- Introduce best maintenance practices leading to condition based and predictive maintenance
- Manage the Long Term Service Support (LTSS) Contract with the OEM
- Ensure the follow-up with a technical point of view regarding the maintenance sub-contractors (Cleaning, OEM, Third parties)
- Support the technical discussion and develop some technical notices to assist the maintenance director/general manager.
- Initiate, recommend or provide solutions to issues relating to rolling stock maintenance procedures.
- Produce the periodic Maintenance Reporting with the suitable information.
- Contribute to the QHSE department in the different certification management processes (i.e. ISO 9000, 14000, 55000) safety/Quality/ environment is considered in all activities under his/her control

**EXPERIENCE**:

- A registered qualified engineer with 10 years’ experience in Rolling Stock maintenance
- Fluency in English; French is a plus
- Proven and successful experience in resources management
- Excellent time-management, planning, conceptual and consultative skills
- Knowledge of computerized data management systems and good aptitude in using various tools and programs
- Demonstrates high standards of leadership and integrity in technical and commercial matters
- Demonstrated skills in the use of technical equipment
- Good aptitude in using computer’s tools and programs
- Proven ability of situational analysis and problem solving
- Must be able to work under pressure, meet strict deadlines
