As part of its development strategy, RATP Dev is positioning itself on the Operations & Maintenance of the Belgrade Metro project. The commercial opening of Line 1 is scheduled for 2030, with two additional lines planned in the following years. From 2026 onward, RATP Dev will contribute to project integration and lead the opening preparations for Line 1.MAIN PURPOSE

The O&M Technical Director is responsible for defining, implementing, and optimizing the operation and maintenance strategy of the transport system. The role ensures that the system meets performance, safety, and cost-efficiency targets throughout its lifecycle, from design to operation.

RESPONSIBILITIES

As part of their role, the O&M Technical Director will be expected to carry out the following activities to ensure the effective implementation of the  operation and maintenance strategy and the achievement of system performance targets:

O&M Strategy & Planning

• Develop and update the Operation and Maintenance Concept as part of the reference O&M solution

• Define and monitor asset maintenance and cybersecurity strategies across stakeholders

• Establish and evolve the O&M organization chart and operational structure

• Update the O&M plan in line with system design development and project milestones

• Develop life cycle cost models to balance CAPEX and OPEX, in collaboration with business analysts

Performance & Risk Management

• Provide inputs and review RAM studies to ensure alignment with system performance targets

• Conduct market analysis and benchmarking for maintenance activities

• Support subcontracting strategies and manage external maintenance partnerships

• Ensure compliance with safety, reliability, and maintainability standards

Coordination & Support

• Interface with HQ and project teams to recruit and onboard technical experts

• Collaborate with the Bid Director, Technical Director, and other stakeholders to support project development

• Contribute to business analysis and evaluation of O&M proposals

• Ensure clear communication and understanding of O&M requirements across all project actors

EXPERIENCE & SKILLS


• 10–15 years of experience in urban transport systems, including 10 years in O&M of automated metro systems

• Strong background in system design, integration, and warranty management

• Expertise in RAMS, asset management, and digital maintenance tools (CMMS, ISO 55000, etc.)

• Excellent planning, leadership, and coordination skills

• Ability to manage pressure, deadlines, and complex stakeholder environments

• Fluency in English (written and spoken)

QUALIFICATION


• Degree in Engineering (Physics, Electronics, Computer Science or related field)

• Certification in asset management or maintenance engineering is a plus

• Familiarity with international standards and methodologies (e.g., ISO 55000, EN 50126)
