SUMMARY OF ASSIGNED DUTIES, GOALS AND OBJECTIVES OF THE POST Within the Executive Directorate of Police Capabilities (EDPC), the role of the Operational Support and Analysis (OSA) Directorate is to support law enforcement officers in "real time" responding to international crime. This support includes 24/7 investigative and crisis response; police forensics, biometrics and new identification technologies; police data and information management; border management and major sporting events support. The Director OSA manages the Directorate to ensure that the project policies of the Organization, in so far as they concern the work of the Directorate, are known, understood, fully implemented and measured for performance and outcomes, and that the Directorate functions efficiently and effectively. The incumbent is responsible for the management and further development of a variety of policing capabilities which are mostly linked to information management and the operational use of police data. He/she will lead a major change programme to professionalize the capability management in the Organization, which includes internal innovation, development of future capabilities, their implementation and the required change management. PRINCIPAL DUTIES AND ACTIVITIES DUTY 1: Strategic leadership
• Define, plan and implement the policy and strategic direction of the Directorate so that the component parts of the Directorate provide high-quality, up-to-date specialized knowledge, training and investigative support to the member countries in specific high-profile crime areas within a performance-accountable programme and projects regime.
• Act on behalf of the Executive Director of Police Capabilities in his absence when asked to do so, and when appropriate, at INTERPOL as well as international gatherings.
• Determine the range of projects and missions for the Directorate to undertake and report on action taken. DUTY 2: Operational Data Capabilities
• Ensure that the Directorate will, in a timely manner, identify existing and emerging crime-related issues and provide solutions for the international law enforcement community through directly managing the Assistant Directors of the Directorate, who will lead activity and supervise project leaders. DUTY 3: Governance, Statutory Conference and Regional Policy Formulation
• Define, plan and implement operational and administrative services for the regional and national crime-fighting activities of member countries.
• Assist the Executive Director in the continuous development of the Executive Directorate Police Capabilities and the Organization as a whole. DUTY 4: External Representation and Stakeholder Engagement
• Develop and maintain effective contacts with other Directorates of the General Secretariat, INTERPOL Global Complex for Innovation IGCI, Regional Bureaus (RBs), National Central Bureaus (NCBs) and other national and international institutions outside the Organization.
• Represent the Executive Directorate Police Capabilities and the General Secretariat in meetings and other fora as required. Perform any other duties as required by the hierarchy. QUALIFICATIONS, COMPETENCIES AND SKILLS EDUCATION AND QUALIFICATION REQUIRED
• A minimum of five years’ completed University education (preferably in Law, Public Policy or Police Management) is required.
• Law enforcement training at a senior command level. EXPERIENCE REQUIRED
• A minimum of 10 to 15 years of management experience at senior level within a national law enforcement agency or an equivalent service.
• Sound background in criminal investigations and/or border security operations.
• Proven experience as a Senior Manager of a national law enforcement agency of an equivalent position in an international law enforcement organization.
• Proven experience in leading and/or overseeing large scale programmes preferably in the area of information management.
• Proven experience in change management in reform programmes or projects.
• Proven experience in planning and managing complex tasks, with only minimum supervision, would be an advantage.
• Proven experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects, etc.
• Background in the use of computer systems.
• Strong leadership qualities, solid presentation, and interpersonal skills is required. LANGUAGES
• Fluency in English is required.
• Proficiency in a second official working language of the Organization (Arabic, French, or Spanish) would be an additional asset. LEADERSHIP COMPETENCIES REQUIRED
