Raisons d'être du poste

  • Il définit la feuille de route et la stratégie des Achats Indirects & Frais généraux
  • Il est responsable du choix des fournisseurs et de toutes les conditions (commerciales, financières, logistiques, objectifs de performance, etc...) qui régissent l'acte d'achat.
  • Il agit dans la conformité du cahier des charges défini, dans le souci d'amélioration permanente du coût, dans l'objectif de maintien constant de la qualité exigée, dans la pérennisation du respect des délais et de l'approvisionnement.
  • Il analyse, gère et développe son panel de fournisseurs.

Missions

Définir le fournisseur retenu et les conditions du marché :

  • Traitement des appels d'offre sur la base d'un cahier des charges :
  • Lancement des appels d'offre à un panel de fournisseurs défini par l'acheteur et en ligne avec la stratégie de la Catégorie
  • Analyse des offres commerciales (et des offres techniques en collaboration avec le prescripteur) Etablissement de tableaux comparatifs tenant compte des coûts totaux
  • Choix du fournisseur en collaboration avec les parties prenantes par l'établissement de « Sourcing Committees » pour des achats stratégiques et/ou d'un montant >200 K€
  • Etablissement des conditions contractuelles sur la base d'un MoU ou d'un contrat formel avec le fournisseur et création de la CG dans l'ERP quand applicable

Définir un Objectif de gains pour l'année N+1 en accord avec le Global Purchasing Director

Suivre mensuellement la performance des fournisseurs de ses commodités en termes d'évolution des prix de l'année N vs. l'année N-1

Participer à l'établissement d'un reporting mensuel des performances (prix, qualité, délai) et de l'activité

Gérer le panel fournisseur sur la base de la classification des fournisseurs transmise par le GSQE

Développer et suivre les plans d'action pour l'amélioration des performances fournisseurs ou l'élimination de fournisseurs non performants en collaboration avec le GSQE

Identifier et qualifier de nouveaux fournisseurs en collaboration avec le GSQE

Effectuer de la veille technologique du marché et animation d'ateliers d'innovation avec ses fournisseurs

Surveiller les risques de défaillance fournisseurs (santé financière, délais de livraison, capacité de production)

Anticiper des « phase-out » et des fins de relations avec les fournisseurs dans le respect de la législation et de l'éthique

Activer les différents leviers pour optimiser les coûts via une approche en coûts complets :

  • Négociation
  • Redesign-to-cost
  • Resourcing

Profil

BAC+5 (Achats ou Ingénieur)

Minimum 7 ans d'expérience en achats indirects/frais généraux dans un environnement industriel et international

Maitrise de l'anglais, niveau minimum B1
